HomeMy WebLinkAboutItem 2 - Draft minutes 6.24.20 City of Chula Vista Boards & Commissions Planning Commission Minutes SPECIAL MEETING OF THE HOUSING ADVISORY COMMISSION MEETING JOINTLY WITH THE PLANNING COMMISSION June 24, 2020 VIA TELECONFERENCE 6:00 p.m. CALL TO ORDER ROLL CALL PLANNING COMMISSION: Commissioners De La Rosa, Milburn, Nava, Torres, Zaker, and Chair Gutierrez Absent - Commissioner Burroughs has requested an excused absence. Commissioner Zaker made a motion to approve the absence, seconded by Commissioner De La Rosa and it carried by the following vote: Yes: 6 – De La Rosa, Gutierrez, Milburn, Nava, Torres, Zaker ROLL CALL HOUSING ADVISORY COMMISSION: Bustamante, Cabral, Lisama, Merino, Owusu, Truglio, and Chair Quero, PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE Chair Quero led the Pledge of Allegiance. Chair Gutierrez mentioned that Planning Commission Item #3 will be pulled and moved to a date uncertain. PUBLIC COMMENTS The following individuals submitted written communications were received for Item #1 Sofia Salgado Robitaille, Southwestern College Nora Vargas/Dr. Kindred Murillo/Lisa Johnson, Southwestern College Mitchell Thompson, Thompson Community Development Consulting Page | 2 Joint Meeting of the Planning Commission and Housing Advisory Commission June 24, 2020 th 1. Presentation on the Status of the 2021-2029 Housing Element (6 Cycle) and Acceptance of Comments Staff will provide a presentation on the following: 1) Progress in preparing the 2021- 2029 Housing Update (6th Cycle); 2) Application of State housing element law and recent housing-related laws; 3) Chula Vista’s housing profile; 4) Community input received to date; and, 5) Accept public and Commission comment and recommendations. Presented by Leilani Hines, Housing Manger Some of the questions/comments expressed by the commissioners were:  The Planning Commission suggested for future major housing development projects, if staff could include in the staff report, the percentage of affordable housing units within the project and how it meets the city’s regional housing needs.  The need for student housing, for those students attending Southwestern College.  Is the Housing Element working with programs/services to assist low to moderate household for homeownership. Planning Commission Chair Gutierrez adjourned the Housing Advisory Commission portion of the meeting at 7:04 p.m. 2. PUBLIC HEARING DR19-0006/MPA19-0015 Request for a Design Review and Coastal Development Permit to allow for the combined 17,180 square-foot expansion of two existing buildings on a 3.91 acre subcomponent (“Parcel N”) of the approximately 40 acre Collins Aerospace/Rohr Campus located at 850 Lagoon Drive (APN 571-330-29). Project Manager: Jeff Steichen, Associate Planner Staff Recommendation: That the Planning commission approve Resolution DR19-0006/MPA19-0015 allowing for the expansion of two existing buildings of the approximately 40 acre Collins Aerospace/Rohr Campus located at 850 Lagoon Drive. That the Planning commission conduct a public hearing and adopt the proposed resolutions as follows: Page | 3 Joint Meeting of the Planning Commission and Housing Advisory Commission June 24, 2020  Approve Resolution DR19-0006/MPA19-0015 approving the expansion of two existing buildings of the Collins Aerospace/Rohr Campus located at 850 Lagoon Drive. PUBLIC COMMENTS The following individuals submitted written communications were received for Item 2 Lisa Cohen, Chula Vista Chamber of Commerce Commissioner Nava made a motion to approve the resolution, Chair Gutierrez seconded the motion and it carried by the following vote: Yes: 6 – De La Rosa, Gutierrez, Milburn, Nava, Torres, Zaker Absent: Burroughs 3. PUBLIC HEARING (THIS ITEM WAS PULLED AND MOVED TO A DATE UNCERTAIN) IS18-0004, MPA18-0015, PCZ18-0001, PCS18-0006, DR18-0001, and ZAV18-0001 Consideration of Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for amendment to the General Plan, Rezone, Tentative Subdivision Map, Design Review, and a Variance for a one-lot 141-unit condominium project located at 676 Moss Street. Applicant: Shopoff Realty Investments, LLC Project Manager: Oscar Romero, Associate Planner OTHER BUSINESS 4. DIRECTOR’S REPORT - Fiscal Year 2019-2020 Annual Report Staff Recommendation: That the Planning Commission approve the Fiscal Year 2019- 2020 Annual Report. PUBLIC COMMENTS No comments were received Commissioner Nava made a motion to approve the Annual Report, Commissioner Milburn seconded the motion and it carried by the following vote; Page | 4 Joint Meeting of the Planning Commission and Housing Advisory Commission June 24, 2020 Yes: 6 – De La Rosa, Gutierrez, Milburn, Nava, Torres, Zaker Absent: Burroughs 5. COMMISSIONERS COMMENTS The commissioners expressed their eagerness to hold commission meetings again in the Council Chambers. ADJOURNMENT at 7:27 p.m. to the regular meeting on July 8, 2020 via teleconference in Chula Vista, California.
