HomeMy WebLinkAbout2020-09-24 HRC MinutesPage 1 | Human Relations Commission Minutes September 24, 2020 MINUTES OF A REGULAR MEETING OF THE HUMAN RELATIONS COMMISSION OF THE CITY OF CHULA VISTA September 24, 2020 Via Teleconference 6:00 PM Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest of public health and safety during the COVID-19 pandemic, members of the Human Relations Commission and staff participated in this meeting via teleconference. All votes were taken by roll call. CALL TO ORDER A regular Meeting of the Human Relations Commission of the City of Chula Vista was called to order at 6:03 p.m. in the Executive Conference Room 103A located at 276 4th Avenue, Chula Vista, California and by teleconference. ROLL CALL PRESENT: Commissioners: Felix, Godinez, Gutierrez, Kean-Ayub, Lake, Medina, Ratner, Vice Chair Branch ABSENT: Commissioner Gonzalez and Chair Martinez Montes ALSO PRESENT: Courtney Chase, Director of Human Resources/Risk Management. Anne Steinberger, Communications Manager. Glen Googins, City Attorney. Summer Haskins, Human Resources Technician. CONSENT CALENDAR Vice Chair Branch called for a two-minute pause to allow members of the public to submit any final electronic comments on items on the consent calendar. Secretary Summer Haskins announced that zero electronic comments had been received and zero comments had been received via email. 1. APPROVAL OF MINUTES of August 27, 2020. 2. REQUEST FOR AN EXCUSED ABSENCE FROM COMMISSIONER GODINEZ FOR THE AUGUST 27, 2020 HUMAN RELATIONS COMMISSION MEETING Staff recommendation: Commission approve the consent calendar. Page 2 | Human Relations Commission Minutes September 24, 2020 ACTION: Commissioner Gutierrez moved to approve staff’s recommendations and offered Consent Calendar Item 1 and 2. Commissioner Lake seconded the motion, and it carried by the following roll call vote: Yes: 8 – Branch, Felix, Gutierrez, Kean-Ayub, Lake, Godinez, Ratner, Medina No: 0 Abstain: 0 PUBLIC COMMENTS Vice Chair Branch called for a two-minute pause to allow members of the public to submit any final electronic public comments. Secretary Summer Haskins announced that zero electronic comments had been received and zero comments had been received via email. ACTION ITEMS 3. PRESENTATION FROM STAFF ON THE ACTIONS TAKEN BY THE CITY OF CHULA VISTA IN RESPONSE TO COVID19 AND DISCUSSION REGARDING IMPACT TO THE COMMUNITY FROM COVID19 Vice Chair Branch called for a two-minute pause to allow members of the public to submit electronic comments on the item. Secretary Summer Haskins announced that zero electronic comments had been received and zero comments had been received via email. Communications Manager Anne Steinberger gave the presentation. ACTION: There was no action taken. 4. DISCUSSION REGARDING CIVIL UNREST ISSUES AND INPUT ON POLICIES AND ACTIONS BEING CONSIDERED BY THE CITY OF CHULA VISTA AND/OR THE CHULA VISTA POLICE DEPARTMENT. Vice- Chair Branch called for a two-minute pause to allow members of the public to submit electronic comments on the item. Secretary Summer Haskins announced that zero electronic comments had been received and zero comments had been received via email. Commission would like to attend an upcoming Police Department Community Advisory Committee. Action: There was no action taken. 5. RESOLUTION OF THE HUMAN RELATIONS COMMISSION RECOMMENDING TO THE CITY COUNCIL OF CHULA VISTA ADD AN EX- OFFICIO SEAT TO THE HUMAN RELATIONS COMMISSION FOR YOUTH. ACTION: Commissioner Gutierrez moved to approve having a youth ex officio seat with a member of the Youth Action Council for the Human Relations Commission. Commissioner Ratner seconded the motion, and it carried by the following roll call vote: Yes: 8 – Branch, Felix, Gutierrez, Kean-Ayub, Lake, Godinez, Ratner, Medina No: 0 Abstain: 0 6. Secretary Summer Haskins announced that one electronic comment had been received and zero comments had been received via email. The Commission discussed holding a public forum on the topic of Know Your Rights- Police. Commissioners will meet with City staff to collaborate and set up a virtual public forum. Action: There was no action taken. OTHER BUSINESS Page 4 | Human Relations Commission Minutes September 24, 2020 7. CHAIR’S COMMENTS There were none 8. COMMISSIONERS’ COMMENTS Commissioner Medina mentioned that at the September 17, 2020, Parks and Recreation Commission meeting, the Columbus statue was discussed. Commissioner Kean-Ayub would like to know if there was a way to meet with the Parks and Recreation Commission and discuss all the work that the Commission has done regarding the statue. Staff will discuss with the HRC Chair about requesting a meeting with the Chair of the Parks and Recreation Commission to provide an update on HRC actions regarding Columbus statue. 9.
