I am against the city giving them a license/permit because there are already so many places nearby that sell alcohol. Those places have already brought so many problems in our neighborhood. We cannot go outside to walk our dogs or go on a family walk without seeing people screaming,drunk. shirtless,dirty,agressive and so much more horrible behaviors. There are young children, teenagers, and families living here and we know that having more liquor around us would only make the living situation worse than it already is. It would be unfair for the hardworking families to have to deal with even more problems. Please do something to stop this situation from worsening and the amount of homeless and drunk people to decrease. Additional locations for purchasing alcohol in the area will only add to the already well known and documented issues. The cost of the issues occurring in the area is growing for the City as demonstrated by the increase in Police calls. The residences, local businesses and the landlords are tasked almost daily with dealing with the crime and rift wrath already in the area. Lastly, there are plenty of places to pick up food in the area, whether prepared or not. There are convenient stores at the gas stations, 7/11, as well as, Dollar Tree (including refrigeration and freezer sections) to name a few. The business anticipates sales to be 15% of alcohol per their February ABC application. BTW the application also has the area as rural, really? Similar miss information 1300s.f.vs 2,000s.f. There is also too many people hanging out and creating issues by leaving messes, illegally drinking in public and stealing (from the businesses and from the properties). The property owners and local businesses are already bearing a cost and burden of the increase in crime, loitering and homelessness which also is greatly negatively affecting the quality of life of the residences and the ability to attach and maintain tenants and customers to the area. Secondly, I believe you should know a gentleman from the proposed market went to some of the local businesses to request their support, his right no problem. However, I was told by two different business owners he did not disclose that he was looking for support for a special use permit related to “off-sale beer and wine,” he only mentioned he wanted to open a market. One said he signed the other did not because he already knew it was to bring more alcohol into the already saturated and troubled area. The combined 10-acre site has been the subject of discussions by MTS and the City of Chula Vista for over 5 years. The Request for Qualifications/Proposals (RFQ/P) process harmonizes the priorities of the two agencies, however, the timing of the process inadvertently ran into a new state-mandated noticing requirement under Government Code section 54221(f)(2). This is an amenity-rich site on one of the busiest trolley lines in America. Although the results of the bids are not known, the RFP/Q process has progressed significantly. You are the closest you have ever been to actually building a transit-oriented development with a mix of uses that maximizes the potential of this site. Substantively, you can add criteria such as 25% affordable housing in mixed-used projects referenced in Government Code section 54221(f)(1)(F)(i). The selected project could achieve state goals of providing housing and jobs near transit, thus reducing vehicle miles traveled in a manner consistent with the region’s Sustainable Communities Strategy. Restarting the process would incur significant risk due to economic uncertainty and the complexity of bidding on disparate projects. Hence, a pause in this process until state law settles on this matter gives bidders the time to work with partners to enhance community benefits. Tom Lemmon Location: 92108 Submitted At: 2:54pm 10-20-20 On behalf of more than 30,000 union construction workers who are represented by the 22 trade unions that constitute the San Diego County Building and Construction Trades Council, I am in strong support of Grapevine Development. The developer has committed to a Project Labor Agreement on this project, which would put hundreds of skilled and trained construction workers to work on this project. The apprenticeship opportunities provided by a project of this size and scale would benefit South Bay communities that are struggling to recover from the health and economic impacts of the pandemic. The San Diego Building Trades therefore supports the process moving forward and the project being awarded to Grapevine, that has patiently and consistently been working with the City of Chula Vista, MTS, as well as other stakeholders. They have come up with a mixed-use project that meets the needs of the public agencies and would be catalytic for the region. Although we do not want to see this process delayed, we commit to working with our state legislators to ensure that the process follows state law. Abandoning all this work for an unforeseeable procedural issue is like “throwing the baby out with the bathwater.” Therefore, we respectfully request that the selection process be continued until we resolve any inconsistency with AB 1486. We are eager to put our local residents to work in union construction jobs as we rebuild South Bay. We strongly recommend that the the City proceed with the awarding of the project and not delay the decision based on current market conditions. If the project is allowed to proceed, it could generate dozens if not hundreds of design and construction jobs that will help stimulate Chula Vista's economic recovery from COVID- 19. Upon completion, the mixed-use development will provide additional local jobs as well as urgently needed affordable housing, an issue that existed before and will long outlast the COVID-19 pandemic. During the last several years, Grapevine Development has worked closely with local community, Labor, and business leaders to assemble a team that can deliver the mixed-use, transit-oriented development the City has long imagined on its west side. We strongly support any recommendation to proceed with the awarding of the project and not cancel it due to the ongoing pandemic. We know that -- now more than ever -- there is strong interest in financing TODs where local residents can live, work, and play; as such, we are confident in our ability to secure the necessary financing to begin the project without delay. To this end, as the only bidder to enter into agreements with the San Diego County Building and Construction Trades Council (for a full project labor agreement) and UNITE HERE! Local 30 (for the project's proposed hotel), we are also confident that these agreements, as well as our local hire initiative, will help ensure Chula Vistans see a speedy economic recovery and are able to work closer to home. And as a matter of course, any programming for multifamily housing will meet or exceed requirements based on existing laws, such as AB- 1486, and the City's longstanding Balanced Communities policy with at least 25% committed to affordable housing units. It would be shortsighted to suspend the process now because it is the right project to build and the process would effectively be starting over which would delay this even further. And start with designated the land surplus in conformance with AB 1486 became law earlier this year and making sure the developers proposals complied with the restrictions on mixed-use with at least 300 residential units and at least 25% affordable. I am strongly in support of this project moving forward and strongly oppose suspending the RFP process that has already begun. The 7070 F Street project is a fantastic opportunity to demonstrate how Chula Vista can lead the way for smart growth in partnership with MTS. TOD projects of this magnitude take a long time to become shovel-ready, and I believe it would be short-sighted to suspend the progress made to date because of the current economic climate. From property negotiations and leasing agreements to entitlements/CEQA, to design and permitting, even moving forward now it will be years before the project begins generating revenue for the City. Suspending it will only further push out the revenue generation. Moving forward now will actually set the project up to lead Chula Vista in recovery from this economic downturn/COVID. Allowing the developers to adjust their proposals to comply with Code 54421(f)(1) should be a simple solution to addressing AB1486 and will also help guarantee at least 25% affordable housing onsite to further help residents with recovery. Again, I strongly support continuing to move forward with the RFP and developer selection process now. Delaying this process will only serve to hurt the City, MTS, and residents of Chula Vista by leaving a key catalytic site blighted and unused. Thank you!
