MINUTES OF A REGULAR MEETING OF THE
HUMAN RELATIONS COMMISSION
OF THE CITY OF CHULA VISTA
August 27, 2020 Via Teleconference
6:00 PM
Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
of public health and safety during the COVID-19 pandemic, members of the Human Relations
Commission and staff participated in this meeting via teleconference. All votes were taken by roll
call.
CALL TO ORDER
A regular Meeting of the Human Relations Commission of the City of Chula Vista was called to
order at 6:07 pm in the Executive Conference Room 103A located at 276 4th Avenue, Chula Vista,
California and by teleconference.
ROLL CALL
PRESENT: Commissioners: Branch, Felix, Gutierrez, Kean-Ayub, Lake,
Medina (joined at 6:45), Ratner, Vice Chair Gonzalez, Chair
Martinez-Montes
ABSENT: Commissioner Zadah and Godinez
ALSO PRESENT: Anne Steinberger, Communications Manager. Glen Googins, City
Attorney. Kerry Bigelow, City Clerk. Summer Haskins, Human
Resources Technician.
CONSENT CALENDAR
Chair Martinez-Montes called for a two-minute pause to allow members of the public to submit
any final electronic comments on items on the consent calendar. Secretary Summer Haskins
announced that zero electronic comments had been received and zero comments had been received
via email.
1. APPROVAL OF MINUTES of July 23, 2020.
Staff recommendation: Commission approve the minutes.
ACTION: Commissioner Felix moved to approve staff’s recommendations and
offered Consent Calendar Item 1. Commissioner Kean-Ayub seconded the
motion, and it carried by the following roll call vote:

Abstain: 0
PUBLIC COMMENTS
Chair Martinez-Montes called for a two-minute pause to allow members of the public to submit
any final electronic public comments. Secretary Summer Haskins announced that 3 electronic
comments had been received and zero comments had been received via email.
The following public comments were submitted electronically:
- Maggie Baker, Chula Vista resident, submitted a public comment regarding the Human
Relation Commissions potential participation in Welcoming Week.

2. PRESENTATION FROM STAFF ON THE ACTIONS TAKEN BY THE CITY OF
CHULA VISTA IN RESPONSE TO COVID-19 AND DISCUSSION REGARDING
IMPACT TO THE COMMUNITY FROM COVID-19

• CARES Funding – Rental Assistance, Small Business Grants, etc.
• Eviction Moratorium
• Food Distribution
• Census 2020

• Economic Development
Chair Martinez-Montes called for a two-minute pause to allow members of the
public to submit electronic comments on the item. Secretary Summer Haskins
announced that zero electronic comments had been received and zero comments
had been received via email.
(Communications Manager, Steinberger) gave the presentation.
ACTION: There was no action taken.
3. CONISDERATION OF A RESOLUTION RECOMMENDING THAT THE CITY
COUNCIL TAKE OFFICIAL ACTION TO RECOGNIZE ESSENTIAL WORKERS
DURING THE COVID-19 PANEDMIC.
Chair Martinez-Montes called for a two-minute pause to allow members of the public
to submit electronic comments on the item. Secretary Summer Haskins announced that
zero electronic comments had been received and zero comments had been received via
email.

The Commission stated that since the Mayor and Council have recognized and
appreciated the essential workers, it was not necessary for the Commission to
participate.
Action: There was no action taken.
4. PRESENTATION BY CITY CLERK KERRY BIGELOW REGARDING
UPCOMING VOTE-BY-MAIL ELECTION
Chair Martinez-Montes called for a two-minute pause to allow members of the public
to submit electronic comments on the item. Secretary Summer Haskins announced that
zero electronic comments had been received and zero comments had been received via
email.
City Clerk Bigelow gave her presentation to the Commission regarding the mail in
voting system for the upcoming election.
Action: There was no action taken.
5. DISCUSSION REGARDING RECENT CIVIL UNREST THROUGHOUT THE
COUNTRY IN RESPONSE TO THE DEATH OF GEAORGE FLOYD AND THE
CITY OF CHULA VISTA POLICE DEPARTMENT’S CURRENT AND FUTURE
POLICES AND PROCEDURES
Chair Martinez-Montes called for a two-minute pause to allow members of the public
to submit electronic comments on the item. Secretary Summer Haskins announced that
two electronic comments had been received and zero comments had been received via
email.
Police Captain Collum gave the Commission a report of policy and procedure. The
Commission requested the Police Department to present to the Commission quarterly
regarding current events.
Action: There was none.

Chair Martinez-Montes called for a two-minute pause to allow members of the public to
submit electronic comments on the item. Secretary Summer Haskins announced that one
electronic comment had been received and zero comments had been received via email.
The following public comments were submitted electronically:
− Maggie Baker, Chula Vista resident, submitted a public comment in favor of the
item.
The Commission discussed holding a public forum on the topic of Know Your Rights-
Police. Commissioners will be meet with City staff to collaborate and set up a virtual
public forum.
Action: There was no action taken.
OTHER BUSINESS
7. CHAIR’S COMMENTS
Chair Martinez Montes discussed the Christopher Columbus Statue. Stated that it
would be in the best interest to wait to bring to Council until public is allowed back in
person to discuss as well.
8. COMMISSIONERS’ COMMENTS
There were none.
9. STAFF COMMENTS
a. Welcoming City Quarterly Update
Commissioners requested that City Council issue a Proclamation
commemorating Welcoming Week, September 12 – 20, 2020. Staff confirmed
that action would be requested.

ADJOURNMENT Chair Martinez Montes adjourned the meeting at 8:26 pm to the Regular
Human Relations Commission on Thursday, September 24, 2020 at 6:00 p.m., in Executive
Conference Room 103A, located at 276 Fourth Avenue, Building A, Chula Vista, California.
