MINUTES OF A SPECIAL MEETING OF THE
CHARTER REVIEW COMMISSION
OF THE CITY OF CHULA VISTA
September 24, 2020 Via Teleconferen ce
6:00 p.m.
CALL TO ORDER
Pursuant to the Governor of the State of California's Executive Order N -29-20, and in the interest
of public health and safety during the COVID -19 pandemic, members of the Charter Review
Commission and staff participated in this meeting via teleconference. All votes were taken by roll
call.
ROLL CALL
PRESENT: Commissioners Buddingh, Disharoon, Glanz (join ed at 6:30 p.m.),
Hopida, McDonald and Vice Chair Scofield
ABSENT: None
ALSO PRESENT: Assistant City Attorn ey Jill Maland, City Clerk Kerry Bigelow,
City Clerk Analyst Cristina Hernandez, Secretary Marisa Aguayo
PUBLIC COMMENTS
Vice Chair Scofield called for public comments on matters not listed on the agenda. There being
no members of the public who wished to speak, Vice Chair Scofield closed public comments.
ACTION ITEMS
1. SELECTION OF NEW COMMISSION CHAIR
ACTION: Commissioner Buddingh moved to nominate Vice Chair Scofield as Chair.
Commissioner Hopida seconded the motion, and it carried , 5-0 .

2. APPROVAL OF SEPTEMBER 9, 2020 REGULAR MEETING MINUTES
ACTION: Commissioner Hopida moved to approve the Septe mber 9, 2020 meeting
minutes. Commissioner Disharo on seconded the motion, an d it carr ied 5 -
0 .

3. REVIEW, SCREENING, AND SELECTION OF APPLICANTS TO INTERVIEW
FOR APPOINTMENT TO THE 2020 REDISTRICTING COMMISSION, IN
ACCORDANCE WITH CHARTER SECTION 300.5 (D) AND THE
COMMISSION’S APPROVED PROCESS
ACTION: Commissioner Scofield moved to run a diversity report on the top 2 0
selected candidates. Commissioner Buddingh seco nd ed th e mo tion, and it
carried , 6 -0.

McDonald and Chair Scofield
No: 0
Abstain: 0
The commission takes a recess at 7:07 p .m. Reconvene s at 7:18 p.m.
ACTION: Commissioner Buddingh moved to invite the 15 selected candidates Dav e
Bame, Elidia Dostal, Mich a el Juan, Caneisha Fortner, Stelle Andrade,
Jacqueline Cannon, Rodolfo Izai Cas tillo, Justine Martinez, Cynthia
Arangundi, Miguel Du ran, Carl Harry , Gloria Hurtado, Robert Moreno,
Maritza Nash and Manuel Vasquez to submit a 3 -minute prerecorde d
interview video. Commissio ner McDonald seconded the motion, and it
carried , 5 -1, with Commissioner Glanz opposed.

No: 1 –Glanz
Abstain: 0
ACTION: Commissioner McDonald moved that the qu estions asked of the
candidates for the 3 -minute prerecorded video will be “why do you wa nt
to be on the Commission?” and “what qualifies you to be on the
commission?” Commissioner Buddingh seconded the motion, and it
carried , 6 -0.

OTHER BUSINESS
4. STAFF COMMENTS – Jill Maland: There is an AB1 234/Ethics training given by City
Attorney Glen Googins is coming up and available for Commissioners.

ADJOURNMENT
At 8:23 p.m. Chair Scofield adjourned the meeting to the next Special Meeting on Octo ber 7,
2020 at 6:00 p.m. in the Executive Conference Room C -103 located at 276 Fourth Avenue,
Chula Vista, California.
