The Chula Vista Sustainability Commission supports this ordinance. The science cannot be more clear: the burning of fossil fuels is making the Earth hotter. Five of the ten largest wildfires in California's entire history including the largest ever, have happened just this year.This ordinance is expected to affect 3872 units and could reduce greenhouse gas emissions by approximately 3218 metric tons of carbon emissions in the first 10 years. The upgrades improve air quality inside homes. Local governments are increasingly prioritizing electrification of transportation and buildings to meet their decarbonization goals. Solar is not discouraged. Permit process disruption and inordinate financial burden is avoided. When doing measureswhile adding on or remodeling, the break even point is in about 8 years. This ordinance supports out Chula Vista Climate Action Plan goals and our California Greenhouse gas reduction goals. Who wants to breathe unhealthy air? Thank you. Gina Woodard Location: Submitted At: 4:26pm 10-05-20 I urge you to support the Energy Upgrades requirement ordinance. This is an important step in lowering greenhouse gas emissions in Chula Vista and making our homes more energy efficient. This will result in lower utility costs and will decrease our impact on the climate and on our environment. The Energy Upgrades requirement would decrease greenhouse gas emissions by over 3,200 metric tons in just the first 10 years alone. Residential energy retrofits are estimated to save home owners an average utility cost savings $170 per year. Moreover, the requirement would improve the air quality and decrease public health risks due to air pollutants for our citizens. Thank you. Carolyn Scofield Location: Submitted At: 1:32pm 10-05-20 I support this energy efficient upgrades ordinance. My husband and I have had retrofits done. We are grateful to have cleaner air inside, especially now during coronavirus risks, high temperatures, and smoky air. Cutting greenhouse gas emissions is also essential. We hope for a better future for our community and our loved ones. This ordinance requires homeowners with less energy efficient homes who are remodeling or adding on to complete energy upgrades in their existing homes to decrease GHG emissions in Chula Vista. In 2016, GHG emissions from buildings in CV increased 3% since 2014. Based on recommendations from the Climate Change Working Group, the City Council committed to requiring retrofits in the 2017 Climate Action Plan. The Chula Vista Sustainability Commission supports this ordinance. This ordinance could affect 3872 units and reduce GHG emissions by about 3218 Metric Tons of carbon emissions in the first 10 years. The Energy upgrades could save home owners an average utility cost of $170 per year in the next 10 years. Average ‘break even” time with up-front costs is about 8.3 years. Overall savings could total $2.9 Million in the first 10 years. The retrofits improve air quality inside homes. Leaky homes and ducts allow outdoor pollutants in, especially dust, pollen, and smoke. The ordinance allows homeowners to choose custom energy efficient upgrades according to their preferences. Financial safeguards and exemptions are provided if needed. Dig Once Dig Once should be official policy, rather than informal. CV’s Developer Agreements should be updated to include subcontractor transparency & accountability language. The SDIC Labor Council supports taking immediate action to incorporate subcontractor transparency into permitting. Digital Equity CWA cautions not to agree to terms that limit the CV’s ability to use dark fiber to benefit CV residents, as in Sacramento’s deal with Verizon (see www.Fair5G.org). The report doesn’t address equitable network buildout to underserved communities. CV should engage broader stakeholder engagement beyond City offices & private industry. Labor Standards Deploying wireless infrastructure is dangerous & carriers have a history of using irresponsible subcontractors. CV’s Developer Agreements must be updated to ensure compliance w/ federal labor & health & safety laws. Valuation of City Assets CV must ensure it is compensated fairly for use of the public ROW, which is built & maintained using taxpayer funds. The federal guideline of $270 should be a floor, and reversal of federal preemption should be anticipated. Alternative Business Models CWA cautions against use of P3s. P3s signed with Verizon and San Diego and Sacramento reveal lopsided agreements that benefit the carrier more than the public, fail to protect workers, & leave the digital divide unaddressed.
