PLEASE NOTE THAT, PURSUANT TO THE GOVERNOR OF THE STATE OF CALIFORNIA'S
EXECUTIVE ORDER N-29-20, AND IN THE INTEREST OF THE PUBLIC HEALTH AND SAFETY,
MEMBERS OF THE HEALTHY CHULA VISTA ADVISORY COMMISSION AND STAFF MAY
PARTICIPATE IN THIS MEETING VIA TELECONFERENCE. IN ACCORDANCE WITH THE
EXECUTIVE ORDER, THE PUBLIC MAY VIEW THE MEETING ONLINE AND NOT IN THE
HEALTHY CHULA VISTA ADVISORY COMMISSION.

www.chulavistaca.gov/virtualmeetings. Members of the public who wish to join by
telephone only, may call 1-408-418-9388 (United States Toll) and enter the access code: 146
301 7678.
HOW TO SUBMIT COMMENTS: Visit the online eComment portal for this meeting at:
www.chulavistaca.gov/virtualmeetings. The commenting period will be open shortly after
the agenda is published for a particular meeting and will remain open through the meeting,
as described below. All comments will be available to the public and the Healthy Chula Vista
Advisory Commission using the eComment portal. Comments must be received prior to the
time the Chair calls for the close of the commenting period. Comments received after such
time will not be considered by the Healthy Chula Vista Advisory Commission. If you have
difficulty or are unable to submit a comment, please contact Patricia Salvacion for assistance

ROLL CALL: Commissioners Cruz, de Murguia, Hernandez-Nader, Martinez, Melgoza,
Murphy, Quiroz, and Rodriquez
PUBLIC COMMENTS
Persons may address the Board/Commission on any subject matter within the
Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law
generally prohibits the Board/Commission from discussing or taking action on any issue not
included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for
future discussion or refer the matter to staff. If you wish to comment, please submit comments

1. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2020/2021
Staff recommendation: Commissioners nominate and elect the Chair and Vice Chair for
the period of July 1, 2020 - June 30, 2021.
2. MENTAL HEALTH DURING COVID-19
A presentation will be provided with a summary of current mental health statistics and an
overview of available resources to assist families and individuals.
Staff recommendation: Commission hear the presentation and provide direction to staff as
appropriate.
3. GROWTH MANAGEMENT QUALITY OF LIFE METRICS
Kimberly Elliott, Facilities Financing Manager, will provide an overview of the Growth
Management Oversight Commission’s efforts to establish new quality of life metrics and
solicit feedback from the Commission on potential public health metrics.
Staff recommendation: Commission hear the presentation and provide feedback to staff.
4. E-CIGARETTE POLICY WORK AND YOUTH PREVENTION
Stacey Kurz, Senior Project Coordinator will provide an overview of a work plan to
address youth use of vaping products and the Commission will provide guidance on
policy actions.
Staff recommendation: Commission hear the presentation and provide direction to staff as
appropriate.

5. CHULA VISTA HEALTH HEROES
Stacey Kurz will present materials for the first annual Health Heroes award and the
commission will establish a schedule for the award cycle.
Staff recommendation: Commission review Attachment 1, hear the presentation and
provide direction to staff as appropriate.
