RESOLUTION NO. 12361
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING "INFORMAL" BIDS AND
AWARDING CONTRACT FOR BALL FIELD FENCING AT
RIENSTRA PARK
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Section 1009 of the City Charter authorizes
Council to let contracts without advertising for bids if the
project is less than $25,000 after the City Manager or his
designated agent has secured competitive prices from interested
contractors, and
WHEREAS, the following informal bids were submitted to
the Purchasing Agent on November 26, 1985 for removal of existing
fences at Rienstra Sports Complex and the furnishing of new fence
material as per specifications:
Alcem Fence ~17,000
South Bay Fence 23,230
Viking Fence No Bid
WHEREAS, the low bid by Alcem Fence is considered to be
a competitive bid and staff recommends awarding the contract to
said company.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby accept the informal bids for
the removal of existing fences at Rienstra Sports Complex and the
furnishing of new material as per specifications to Alcem Fence
in the amount of $17,000.

CITY OF CHULA VISTA
SPECIFICATIONS
FOR
BALL FIELD FENCING
I. FENCING - replace fences as per Plan (C-i) at Rienstra Spor~ Complex.
II. SCOPE OF WORK
This work includes furnishing and installing new fencing at the Rienstra
Sports Complex Little League Fields #1, #2 and #3. The contract unit
price paid for fencing shall include removal and disposal of existing
chain link fence, including pouring of new concrete footings, poles and
necessary hardware, and installing new fabric per plan as shown on
sheet C-1. Construction shall conform to Section 206-6 and 304-3 of
the Standard Specifications (Green Book).
III. MATERIALS
A. Fabric - nine gauge galvanized fabric wire woven in a 2" mesh.
B. Fabric Ties - galvanized steel wire of manufacturer's recommended
gauge. Use ties every twelve (12) inches for line posts, and
every eighteen (18) inches for top rails and braces.
C. Fittin~ - all fittings shall be malleable iron, hot-dip galvanized.
D.Bottom Tension Wire - for fence shall be #7 gauge galvanized
steel wire.
E. End Post/Corner Post -
1. 2-7/~'O.D. galvanize~ set in three (3) feet of concrete.
F. Line Post
1. For fences four (4) feet and twelve (12) feet, to be 2~/8"
O.D., set in three (3) feet of concrete - space ten (10) feet on
center.
2. For fences eighteen (18) feet, to be 2-7/8" O.D., set in four (4)
feet of concrete - space ten (10) feet on center.
G. Gates - as per specifications in Plan (C-i). Gates post - 2-7/8"
O.D., set in three (3) feet of concrete. Gates constructed with
1-5/9" O.D. frame with welded connections.
IV. INSTALLATION
Fence pos~and fabric material shall be located as indicated on plans.
Exact location of gates to be shown to contractor prior to installation.
Ail fabric shall be mounted on the side of the posts towards the playing
field.
Set all posts in concrete base, depth as per specified with diameter of
footing equaling four (4) times outside diameter of post. Top surface
shall be formed to a dome shape, placed 1" above finished ground surface
to shed water.
INSTALLATION (Cont'd.)
All corners, terminal and line posts shall be capped with manufacturer's
standard post tops.
Top of gate posts and frame shall be provided with tack weld in place.
Provide and install all fittings required for the proper installation
and operation of the gates.
V. CLEAN-UP
Upon completion of the work, the entire site of operation shall be cleared
of equipment, unused material, rubbish, so as to present a clean and neat
appearance.
VI. INSPECTION
Final inspection for approval and acceptance shall be made by the City.
Verbal notice requesting this inspection shall be submitted at least
forty-eight (48).hours before anticipated date.
