RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING THE ASSISTANCE TO
FIREFIGHTERS GRANT (AFG) AWARD FROM THE U.S.
DEPARTMENT OF HOMELAND SECURITY, AND
APPROPRIATING FUNDS THEREFOR
WHEREAS, the Department of Homeland Security (DHS), Federal Emergency
Management Agency’s (FEMA), Grant Program Directorate (GPD), is responsible for the
implementation and administration of the Assistance to Firefighters Grant (AFG) Program; and
WHEREAS, the purpose of the AFG program is to enhance the safety of the public and
firefighters with respect to fire and fire-related hazards by providing direct financial assistance to
eligible agencies for critically needed resources to equip and train emergency personnel to
recognize standards, enhance operational efficiencies, foster inter-operability and support
community resilience; and
WHEREAS, the fire department has been required to use more personal protective
equipment (PPE) to ensure a higher level of safety for firefighters and the public due to COVID-
19; and
WHEREAS, on May 15, 2020, the department applied for the Department of Homeland
Security FY2018 Assistance to Firefighters Grant (AFG) program to reimburse the City for the
purchase of procedure masks used in response to COVID-19 and for the purchase of N95 and P100
masks for ongoing operational use for COVID-19; and
WHEREAS, on August 12, 2020, the department received notification of approval of the
grant application and DHS awarded the fire department $98,750, which has a 10% City match
requirement equivalent to $8,977.27; and
WHEREAS, the department will use this grant funding to reimburse the City for existing
procedure mask purchases in response to COVID-19 and for the purchase of N95 and P100 masks
for ongoing operational use for COVID-19 and do so within the performance period ending on
August 13, 2021.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it accepts the Assistance to Firefighters Grant (AFG) award from the U.S. Department of
Homeland Security, appropriates $98,750 in the federal grant fund, and authorizes the Fire Chief
or his designee to execute all related documentation and procurement associated with this grant.
