RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AMENDING RESOLUTION NO. 11309
REGARDING THE RULES AND REGULATIONS GOVERNING
USE PERMITS FOR THE CITY OF CHULA VISTA PARKS
AND RECREATION FACILITIES TO INCLUDE THE
LAUDERBACH COMMUNITY CENTER
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, on December 31, 1985, as the result of the
Montgomery annexation, the City assumed the responsibility of
administering and operating the Lauderbach Community Center, and
WHEREAS, an amendment to the Rules and Regulations
governing the Use Permits for Parks and Recreation facilities is
necessary to include the Lauderbach Community Center.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby amend Resolution No. 11309
regarding the Rules and Regulations governing the use permits for
the City of Chula Vista Parks and Recreation Facilities to
include the Lauderbach Community Center.

POLICIES AND REGULATIONS GOVERNING USE PERMITS FOR
THE CITY OF CHULA VISTA PARKS AND RECREATION FACILITIES
POLICIES
1. The facilities under the jurisdiction of the Parks and Recreation
Department are available for recreation activities under the
following order of priority:
a. Department programs.
b. City youth organizations devoted to character building and other
groups of school age children under adult leadership.
c. City adult organizations organized for civic or social purposes
wi th bylaws and 50 percent resident membership.
d. Other City adult groups/units, for social or special activities.
e. Special recreational and non-resident groups.
f. Commercial enterprise, recreational activities that assess a fee
for the purpose of making a profit.
2. Facilities are available to other groups only when Parks and
Recreation Department programs are not scheduled.
3. Facility assignments will be made by the Parks and Recreation
Department, based on the size of the group and availability of
buildings.
4. An employee or representative appointed by the Parks and Recreation
Department shall be present during all use of facilities.
CLASSIFICATIONS
1. Program Groups: Originated by the Parks and Recreation Department
for recreational purposes.
2. Correlated Groups: Chula Vista organizations determined by the Parks
and Recreation Director to be community service oriented and related
in purpose to recreation and the furtherance of community leisure
programs.
3. Civic or Social Groups: Chula Vista organizations which are
democratic in character and organized for civic or social purposes,
with membership open to the general public, or designated elements
thereof.
4. Private Resident Groups: Private Resident Groups requiring large
facilities for special events (receptions, birthday parties, etc.)
not open to general public.
5. Special and Non-resident Groups: Unions, employee associations,
special recreational groups; and non-residential groups requiring
public facilities for fund raising to perpetuate special interest.

6. Commercial Enterprise: Private individuals or groups offering
recreational type activities for the purpose of monetary gain.
GENERAL RULES
1. Application for use of facility must be made at least two (2) weeks
in advance of date of activity, and applications from special and
non-resident groups will not be accepted earlier than sixty (60) days
preceding the activity. Maximum Use of Facilities is limited to
three (3) month periods.
2. Permits will not be issued to anyone under twenty-one (21) years of
age. Adult supervision must be present at all times.
3. Facilities close at ll:O0 p.m., Sunday through Thursday, and at 12:00
midnight on Friday and Saturday.
4. Facilities are available for commercial use or personal gain only at
hours which do not interfere with regular scheduled recreational
programs.
5. Use permits will not be granted for denominational or sectarian
purposes. Exception: Memorial Bowl may be used for special events,
but not on a continuous basis.
6. Rules governing activities conducted for minors are contained in
Parks and Recreation Commission Policy Statement #4 and City
Ordinance #gl1.
7. Serving of refreshments containing alcohol is prohibited in
buildings, except for special occasions approved by the Director of
Parks and Recreation at Rohr Manorand Lauderbach Center.
8. Charges:
a. A fee will be charged for any activities requiring leadership or
custodial services.
b. A cleaning/damage deposit of $200.00 (two hundred dollars) may
be required for certain activities.
c. An additional deposit of $100.00 will be required of groups
granted permission to have alcoholic beverages.
d. A financial report must be submitted to Director one week after
activity has been held, in which an admission fee was charged.
9. The Parks and Recreation Administrative Office must be notified of
cancellation at least forty-eight (48) hours prior to scheduled time
for activity. Failure to do so will necessitate forfeiture of the
fee.
10. The use of recreational facilities shall not be granted, permitted or
suffered to any individual, society, group, or organizatioan which
has as its objective or as one of its objects, the overthrow, or

advocacy of the overthrow of the present fom of government of the
United States or the State of California by force or violence or
other unlawful means.
ll. Failure to comply with any of these rules or other public safety laws
during the use of a facility is grounds for revoking immediate and
future permits, by the Director of Parks and Recreation or his
appointed representative.
12. Variations of policies and/or fees must have the approval of the
Parks and Recreation Director. Any request for use of facilities may
be referred to the Parks and Recreation Commission at the discretion
of the Director.
FEE SCHEDULE
All applicants will be classified under one of the following fee schedules.
The schedule will determine the fee to be assessed to the applicant for the
use of City facilities.
Schedule I
Community organizations classified as #1 or #2 or #3 shall be granted use of
facilities without charge if no admission fee/contribution is collected. A
charge will occur if the date and time of the requested use is outside the
normal working hours of employees or require special services.
Schedule II
Community organizations identified in classification #2 or #3 may use City
facilities on an actual cost basis if a contribution/fee is assessed for
charitable purposes. Actual cost bases include: personnel required, and a
minimum utility charge.
Schedule III
Resident organizations/individuals not qualifying under Schedule II or III
will be assessed a fair rental rate for the use of City facilities as
determined by the established fee schedule plus cost of special services and
personnel.
Schedule IV
Non-resident organizations/individuals who wish to use City facilities for
group fund raiser or to perpetuate special interest or personal gain will be
assessed a fair rental rate or 30% of the gross receipts, whichever is larger.
