MEETING OF THE BOARD AND COMMISSION MEMBER CONDUCT

The Board and Commission Member Conduct Subcommittee meets pursuant to
Chula Vista Municipal Code section 2.25.105(D)

PLEASE NOTE THAT, PURSUANT TO THE GOVERNOR OF THE STATE OF CALIFORNIA'S
EXECUTIVE ORDER N-29-20, AND IN THE INTEREST OF THE PUBLIC HEALTH AND SAFETY,
MEMBERS OF THE BOARD AND COMMISSION MEMBER CONDUCT SUBCOMMITTEE
AND STAFF MAY PARTICIPATE IN THIS MEETING VIA TELECONFERENCE. IN ACCORDANCE
WITH THE EXECUTIVE ORDER, THE PUBLIC MAY VIEW THE MEETING ONLINE AND NOT
IN THE EXECUTIVE CONFERENCE ROOM 103.

HOW TO SUBMIT COMMENTS: Visit the online eComment portal for this meeting at:
www.chulavistaca.gov/boards. The commenting period will be open shortly after the agenda
is published for a particular meeting and will remain open through the meeting, as described
below. All comments will be available to the public and the Board and Commission Member
Conduct Subcommittee using the eComment portal. Comments must be received prior to the
time the Chair calls for the close of the commenting period. Comments received after such
time will not be considered by the Board and Commission Member Conduct Subcommittee. If

1. APPROVAL OF MINUTES of August 18, 2020
Recommended Action: Subcommittee approve the minutes.
2. CONSIDERATION OF BOARD AND COMMISSION MEMBERS’ RESPONSES TO
REQUEST FOR EXPLANATION, PURSUANT TO CVMC 2.25.105(D), "REMOVAL FOR
CAUSE," FOR POTENTIAL RECOMMENDATIONS TO THE CITY COUNCIL
At the meeting of August 18, 2020, following the review of annual attendance and training
records, and reports submitted, the Subcommittee directed staff to contact specified members
and request an explanation of their situations.
Recommended Action: Subcommittee review the responses to the request for explanation and
provide direction to staff as appropriate.
3. DISCUSSION AND POTENTIAL RECOMMENDATION TO THE CITY COUNCIL TO
CONSIDER REVISIONS TO THE ANNUAL BOARD AND COMMISSION MEMBER
ATTENDANCE AND TRAINING REVIEW PROCESS DESCRIBED IN CHULA VISTA
MUNICIPAL CODE SECTION 2.25.105
Recommended Action: Subcommittee discuss and provide direction to staff.

MINUTES OF A MEETING OF THE
BOARD AND COMMISSION MEMBER CONDUCT SUBCOMMITTEE OF
THE CITY COUNCIL OF THE CITY OF CHULA VISTA
August 18, 2020 3:00 PM
A meeting of the Board and Commission Member Conduct Subcommittee of the City Council of
the City of Chula Vista was called to order at 3:00 PM.
In the interest of the public health and safety during the COVID-19 pandemic, and pursuant to the
Governor of the State of California’s Executive Order N-29-20, the meeting was conducted via
teleconference. All votes were taken by roll call.
ROLL CALL
Present: Mayor Casillas Salas and Deputy Mayor Galvez
PUBLIC COMMENTS
There were none.
ACTION ITEMS
1. APPROVAL OF MINUTES of August 27, 2019
ACTION: Deputy Mayor Galvez moved to approve the minutes and Mayor Casillas Salas
seconded the motion. The motion carried with the following vote:
Yes: 2 - Casillas Salas, Galvez
No: 0
2. REVIEW AND DISCUSSION OF ANNUAL BOARD AND COMMISSION MEMBER
ATTENDANCE AND TRAINING RECORDS, AND REPORTS, PURSUANT TO
CVMC2.25.15 (D), “REMOVAL FOR CAUSE,” FOR POTENTIAL
RECOMMENDATIONS TO THE CITY COUNCIL.
Mayor Casillas Salas and Deputy Mayor Galvez reviewed the board and commission member
attendance and training records, and reports. The subcommittee directed staff to:
- Send an ethics training compliance reminder to all members who were out of compliance
and allow 60 days for those members to come into compliance.
- Contact the following members with notice of potential recommendation to the City
Council for removal for cause and allow the members to submit an explanation for the
subcommittee and Council’s consideration: Ahmad Zadah, Jason Prater, Zulema
Maldonado, and Monica Allan.
- Contact the following members to express concern regarding meeting attendance:
Raymundo Alatorre, Tanya Rodriguez, Robert Godinez, Amy Epsten, Pedro Orso-
Delgado, Rennsie Gregorio, Thomas Doyle, Juan Cervantes, Patricia Larkin, and Mark
Bartlett.

There was consensus of the subcommittee to add an item to a future agenda to discuss
potential changes to the attendance and training review process.

Please accept my letter of resignation as a Commissioner from the City of Chula Vista Human Relations
Commission (HRC).
I truly enjoyed my time as a Commissioner. It was an honor to serve my City and our amazing mayor
(Mary Salas) in furthering diversity and inclusion. Indeed, we have accomplished so much in such a
short period of time.
