MEASURE A CITIZENS' OVERSIGHT COMMITTEE
OF THE CITY OF CHULA VISTA
May 14, 2020 Via Teleconference
6:00 p.m.
Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
of public health and safety during the COVID-19 pandemic, members of the Measure A Citizens'
Oversight Committee and staffparticipated in this meeting via teleconference. All votes were taken
by roll call.
CALL TO ORDER
A Regular Meeting of the Measure A Citizens' Oversight Committee of the City of Chula Vista
was called to order at 6:07 p.m. by teleconference.
ROLL CALL
PRESENT: Commissioners Anaya, Escobedo, Ficacci, Guillen, Hobson,
Stucky, Tessitore, Volland and Chair Martinez
ABSENT: Commissioners Alatorre, Roberts
ALSO, PRESENT: Director of Finance Bilby, City Attorney Googins, Police Captain
Collum, Fire Chief Geering, Deputy Fire Chief Peter, Assistant
City Manager Kachadoorian, Deputy Fire Chief Muns, City Clerk
Bigelow, Budget and Analysis Manager Prendell and Police
Administration Services Administrator Alegre.
CONSENT CALENDAR
Chair Martinez called for a two -minute pause to allow members of the public to submit
any final electronic comments on items on the consent calendar. City Clerk Bigelow
announced that no electronic comments had been received and Secretary Bravo
announced no comments had been received via email.
1. APPROVAL OF MINUTES of December 12, 2019.
Commissioner Anaya stated he would abstain due to his absence from the December 12,
2019 meeting.

ACTION: Commissioner Tessitore moved to approve the minutes as amended to
correct the spelling of commissioner names, Vice Chair Stucky seconded
the motion, and it carried by the following vote:
Yes: 8 — Escobedo, Ficacci, Guillen, Hobson, Volland,
Tessitore, Stucky and Martinez
No: 0
Abstain: 1 — Anaya
PUBLIC COMMMENTS

any final electronic public comments. City Clerk Bigelow announced that no electronic
comments had been received and Secretary Bravo announced no comments had been
received via email.
ACTION ITEMS
2. CONSIDERATION OF THE PROPOSED MEASURE A TEN-YEAR SPENDING
PLAN AND SPENDING PLAN FOR FISCAL YEAR 2020/2021 AND
DETERMINATION OF THEIR COMPLIANCE WITH MEASURE A
REQUIREMENTS
Police Captain Collum provided an update on police department staffing. Fiscal Year
2019 Measure A has funded 16 new sworn position and 14 civilian positions. To date the
police department has successfully hired 13 out the 16 available Measure A funded sworn
positions. Of those 13 positions, six are fully in service and seven are actively in training
with three current vacancies in the Measure A allocations. By December 31, 2020 the
police department will have added 40 positions total. Thanks to Measure A the police
department has increased its staffing and response times are falling. Deputy Fire Chief
Peter provided updates on the squads and when they will go in service. Two of the three
permanent squads have arrived, the third will arrive the end of July and will serve as a
reserve unit. Total number of fire personnel under FYI are 15 and under FY20 are 12.
In addition, Friday May 22nd, 2020 23 fire recruits graduating the 20-01 fire academy.
Thanks to Measure A for funding these squads and all the new firefighters that will get
fire to 4.0 staffing. Director of Finance Bilby provided Baseline Budget numbers that the
city had already put together prior to COVID-19 impacts. Will come back in July to
update the numbers as they determine the impacts of COVID-19.

Escobedo seconded the motion, and it carried by the following vote:
Yes: 9 — Anaya, Escobedo, Ficacci, Guillen, Hobson, Stucky,
Tessitore, Volland and Martinez
No: 0
Abstain: 0
OTHER BUSINESS
3. STAFF COMMENTS
Fire Chief Geering provided a power point presentation on the Fire Department Base
Ambulance Transport and will return in June to update to the commission.
4. CHAIR'S COMMENTS
Chair Martinez thanked all committee members, police, fire and staff for the
presentations.
5. COMMISSIONERS7BOARD MEMBERS' COMMENTS
Commissioner Anaya thanked staff for keeping the city forward. Vice Chair Stucky
thanked Director of Finance Bilby for his willingness to revisit the numbers in a timely
manner. Police Captain Collum thanked Commissioner Volland and the rest of the Senior
Volunteer Patrol for all they do.
ADJOURNMENT
At 7:49 p.m., Chair Martinez adjourned the meeting to the next Regular Meeting on June 11,
2020 at 6:00 p.m. in the Community Room, located at the Chula Vista Police Department, 315
Fourth Avenue, Chula Vista, California.
