eComment: I would like to request the Mayor, City Council and the City Attorney to taking into
consideration the need for a short term rental ordinance that puts restrictions against single
family homes being rented out as event venues for more than 6-10 people. My husband and I
moved to our home in Chula Vista because it was a quiet family neighborhood. We had no idea
that in a few years we would be living next door to a "loud event venue". It is very difficult to feel
safe and enjoy my home when there are constant parties. I have to keep my windows closed
due to the noise and my doors locked because I do not always feel safe. Our Neighborhood is
not set up to hold large events. Parking is at a premium and Melrose and Windsor Circle are not
wide streets and can become a safety hazard that puts everyone in danger. I no longer feel safe
in my neighborhood. There are different people living next to me every 1-3 days. I have had a
renters walk into my home; jump into my backyard; shooting bb's in the front yard; walk on my
roof; throw drug paraphernalia in our yard; urinate in our yard. It makes me feel uneasy that the
owner feels the need to hire security guards to stand outside his property. We continually call the
police and have contacted code enforcement but it is now time for the City of Chula Vista to
issue an ordinance regarding short term party rentals.

eComment: I'd like to formally request the City Attorney create an Ordinance for Short Term
Vacation Rentals-STVR not only for COVID but also a go forward sustainable & enforceable
Ordinance. I ask this in reference to my 4/5 year experience living next to a STVR. My concerns
are Safety, Noise Nuisance, Health & Wellness. Safety: My 2 minor daughters have been
approached on our property on 3 separate occasion by male STRV guests and asked if they
want to come "party" with them. Guests come to my home, indicating it's per the owner's
request, to let us know they're having a party & not to call the police. Guest sleep in their cars &
in tents as overflow. STVR advertised & booked as an event space. Owner of STVR shares my
noise complaint text message to him with the guests via screenshots, leaving me to personally
feel vulnerable to retaliation & retribution. I no longer feel safe in my neighborhood or in my
home. Noise Nuisance: Event space rental; large crowds; loud music, talking, shouting heard all
hours of the day. CVPD come to the STVR multiple times a week. Health & Wellness: Guests
urinate in my yard, throw trash, cigarette butts, beer cans. Little to no COVID precautions seen:
no masks, no social distancing. Guests comments indicate vector issue. Current collaboration
with Code Enforcement, Mayor's Office, CVPD, Vector Control. We need collaboration with City
Attorney for an Ordnance; COVID, no event rentals, no gatherings larger than 6 people, no
outdoor music, no parties.
