We are an effective, results-oriented organization with a passion for social change. We've been making a difference in the lives of the individuals, families and communities we serve for over 40 years. As an organization that has been active in Chula Vista and South Bay Communities we are supporting Proposition 15 on this November 3 election. Proposition 15 would close a corporate loophole reclaiming $12 billion per year for schools and local communities, while still protecting homeowners and renters by maintaining tax protections for all residential properties. Throughout the State one of the biggest beneficiaries of this tax loophole has been the oil industry while Environmental Justice Communities such as West Chula Vista have the biggest need of the services and resources that would be supported through passing Proposition 15. That is why we encourage you to not support an anti-Prop 15 resolution. Chula Vista and South Bay residents could largely benefit from this Proposition. The current pandemic has shown us the need for health, housing and community programs and support for all residents. Ratio of teachers, counselors, librarians to students is dead last. 2 Prop 15 Closes the Loophole & Invests in Our Families and Future 3 ●Closes a tax loophole for the biggest commercial and industrial property owners, whose total property is valued over $3 million (and indexed for inflation). ●Generates $12 billion a year; 40% for schools and community colleges, and 60% for local services we all rely on to keep us safe, healthy, and whole. ●Invests in the common good like schools, job training, clean water, safe streets, hospitals, internet infrastructure. Prop 15 also Helps Small Businesses ●Exempts small businesses from increased taxes on commercial properties valued at $3 million or less. ●Provides relief to small businesses by eliminating the business personal property tax on equipment, furniture, computers, and fixtures up to $500,000. ●Protects home-based businesses, which make up half of all small businesses, from increased taxes. ●Protects all agricultural properties, including farms. 4 Prop 15 Addresses Inequities & Helps Us All Thrive ●It builds an inclusive economy, where everyone has opportunity and shares in prosperity, and … ●Everyone lives in dignity and can support themselves and their families. ●Everyone contributes their fair share to create healthy communities where all of us can thrive. 5 Who Pays? A Handful of the Biggest Businesses ●Most new revenue (92%) would come from top 10% of commercial and industrial properties. ●This includes Disney, which pays 1978 property taxes while we pay 2020 ticket prices. ●It includes the exclusive San Diego Country Club which owns 150 acres in Chula Vista and pays 2 cents per sf in taxes while new homeowners in the area pay 90 cents (45 x as much). 6 How Would this Affect Chula Vista Small Businesses? ●Looking at the 3rd Avenue businesses … ○Of the 257 business, only 12 are commercial properties valued over $3 million (less than 5%). ○Most have been recently sold and reassessed and are already paying their fair share. ●Big businesses that threaten to pass on taxes, will face the reality that the market sets rents. The small businesses in triple net leases (less than half) can use the 2 year phase-in to renegotiate their lease or leave (it’s a renters market now).7 When Big Businesses Don’t Pay Their Fair Share, Families Bear the Burden ●The loophole in Prop 13 starves schools & communities and shifts tax burdens to families. ●Families carry an increasing share of the tax burden. ●Local governments desperate for lost revenue have to increase fees & other taxes on the rest of us. 8 How Would Prop 15 Benefit San Diego County? ●Every school, every community college, every city in the county would gain. ○Local cities would gain $125 million a year (Chula Vista would gain $5M) ○Local K-12 schools would gain $300M (CV/SW K-12 would gain $40M) ○Local community colleges would gain $42M (Southwestern would gain $7M) ○Local water, fire and healthcare districts would gain $10M ○County services and libraries would gain over $150 million a year 9 Voters Believe It’s Time for Prop 15 10 ●In polling, a strong majority support Prop 15 because it … ○Invests in the things they need like educating our children, training the workforce, improving infrastructure, creating livable communities. ○Helps small businesses by cutting their taxes. ○Ensures big corporations pay their fair share. Prop. 15 will level the playing field for small businesses in California and free up billions that can jump start our economic recovery. Since 1978, big corporations have exploited a loophole that allows them to avoid paying their share of taxes. It’s not fair for start-ups and small businesses—who are paying fair market rent—to have to compete with some of these large companies in the marketplace. Prop 15 will maintain the current tax rate of 1%—one of the lowest property tax rates in the country and it explicitly protects all residential properties and agricultural properties from increased taxes. It also exempts small businesses with properties valued at $3 million or less. This will help small businesses recover and put more money in local economies.
