RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A VARIANCE, ZAV18-0001 TO DEVIATE THE FRONT SETBACK FROM 15 TO 10 FEET TO ALLOW AN EXISTING DOUBLE-BARRELED CULVERT TO REMAIN IN ITS CURRENT LOCATION ON A 6.94-ACRE SITE LOCATED AT 676 MOSS STREET eComment: The city council needs to not approve this proposed project as shown in the plans, which is squeezing an inappropriate number of homes into too small of a space, with one narrow entrance /exit for a 26' wide road part of which 284 trash/recycling cans will block once a week.. In the event of an emergency (or in normal times work commuting) how will 141 vehicles be able to exit quickly? Project also ignores required distances from property lines, 45 foot required easement for underground pipes,, Balanced Community Policy, State Solar law, and plans building on a public street. .Have Allied Waste and the fire department seen these plans? Where are the 5 monitoring wells required by MND? Where are the three inlets? Several homes are next to trolley fence causing wasteful use of energy for AC needed to keep windows closed because of noise and vibration from trolley and nightly freight train another General Plan violation (3.5.1, EE21, 3.1.7 & EE 7.1, efficient energy use). This plan needs to be redone or another larger location for it found. The city's existing horrendous traffic problems in morning and evening during normal times shows how unbalanced CV is., Ignoring the General Plan again will only make the situation worse. With the COVID-19 crisis going on this is the worst possible time to uproot essential businesses-some of whom have been here for between 20 and 30 years. Kleen Abrasives needs the rail.
