The Council asked for a thorough vetting process to ensure that Chula Vista gets the best operators. It�€™s important for the city not omit the costs of a thorough employee background review for each marijuana business. Having an accurate cost to permit a marijuana business will have to the city is vital. There are direct and in-direct costs, such as administrative and enforcement costs for regulating these high-risk businesses. These are the realities a city needs to consider before allowing these businesses to operate in the community. Background review of employees who will be working with and selling addictive products, restricted to an adult-only customer base but enticing to youth, should be a city priority. As a public health educator, I have followed the marijuana business licensing and permitting processes in cities throughout the county and state. I have found that cities all over are reassessing licensing and regulatory structures to achieve full and equitable cost recovery. The City of Vista, for example, is one of them. Many cities, unfortunately, are finding that Industry-initiated measures with built-in licensing fees often establish inadequate fees because they did not conduct fee studies in advance and/or fail to address unanticipated staff and regulatory costs for additional issues. When fee structures do not meet staff costs it places a financial burden on cities. Please approve the resolution. For Employee background Review.    I work with young people and I’ve learned firsthand the damaging role marijuana can play in a family, so every precaution the City can put into place in warranted by this fee.     I know just from personal conversations with parents, they do not want marijuana businesses in Chula Vista, so your obligation to protect families is great..    I beseech the City Council to do more to educate youth and families during these difficult and stressful times, regarding the damaging effects to the youth brains from marijuana use.      Thanks,  Terri Ann Skelly  Mother of three young adult sons          Warning:  External  Email
