HomeMy WebLinkAboutReso 1985-12283 RESOLUTION NO. 12283 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING PROPOSED BUDGET AND ACHIEVEMENT REPORT FOR THE DOWNTOWN IMPROVEMENT DISTRICT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, Ordinance No. 1887 requires the City Council to review the budget submitted by and the activities of the Town Centre Business and Professional Association, and to authorize the disbursement of funds received through the business license tax imposed on the parking and business improvement area for the general promotion of retail trade and other commercial and professional businesses, and WHEREAS, the Town Centre Business and Professional Association has now submitted the budget and achievement report as set forth in Exhibits A and B, attached hereto and incorporated herein by reference as if set forth in full, and WHEREAS, the Finance Director has recommended that the Council now approve the proposed 1986 budget and accept the 1985 report of achievements as contained in said exhibits. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the proposed 1986 budget of the Town Centre Business and Professional Association and accepts the achievement report recommending the desirability of continuing the Downtown Improvement Area. Newsletters and Flyers: A monthly newsletter and flyers concerning special interests is written and printed and circulated to all Downtown Commi- ttee members(approximately 450 in total). Special Events Director: Annette Chester was hired in February to assume all coordi- and Coordinated nation responsibilities.(Please see enclosed) California Downtown: Membership in this Association has been a rich source of Association promotional ideas. Legislative. activity of concern to Down- towns has been provided, along with communication between various California Downtowns has been extremely useful. Two annual conferences per year are attended by Annette Chester who relays and parlays new activities for our Downtown. Advertising: A considerable part of the budget goes towards group promotion- al advertising. This year, the advertising Committee utilized a directory type format in a major newspaper which proved successful. Pushing the idea that, Downtown is friendly, fair and personalized, has been a focus of advertising. Spgcial Events: Four major events were sponsored by the Downtown Committee this last year. The Arts & Crafts Fair, held in early May, is well attended and boasts of over 100 entrants. The Country Festival was combined in 1985 with the Multiple Sclerosis Salsa Festival. Held in August, the Country & Salsa Festival attracted 30,000 people and gained national magazine attention. Founders Day 1985 turned out to be a gigantic event, featuring an over-sized birthday card for the signing(presented to the Mayor at the cake cutting), entertainment, pre-birthday promo2 tions which included a street clown and free balloons, and ex- tensive street decorations. Helping the Chula Vista Jaycees with their Fiesta de la Luna Parade on Founders Day was also accomplished. The Annual Starlight Yule Parade, now in its 23rd year, was fantastically planned, and unfortunately drowned. The Parade had a confirmed 160 entries ranging from THE Mickey Mouse to large commercial floats such as MCDONALDS. Plans are being formulated to assure a successful parade soon. For the first time, the parade did have a television commercial written and produced here that was aired for two weeks prior to the event on major stations. The Downtown Committee also works with the Chamber's Business Salutes Committee t? plan a mid-May business fair at the City's Civic Center. Throughout the entire year, the Committee is busy with governmental affairs pertinent to the Downtown area. The recent s,mmary presented by the Downtown Committee to the Redevelopment Agency repre- sents much time and effort. Cooperation with the various Downtwon members and new ideas provided by new businesses to the area guarantees an active and aware Downtown Committee that is concerned with the betterment of the community. Christmas Decorations: Replenishment of Christmas decorations is done as needed. These decorations, put up annually by the'Public Works Department, add holiday spirit and beauty to the Chula Vista area. The famous Candy Cane Lane is now beginning to compete with Third Avenue as the merchants themselves begin to deco- rate their store fronts. The concensus of Downtown Committee members is, that the Committee has done a fine job of promoting Downtown. The efforts of this Committee have not gone unnoticed. News coverage along with community and business support and praise has inspired us to add to our goals and projections for 1986. We continually invite people to attend our weekly meetings which are held to increase communication and to formulate plans for Downtown Chula Vista's future.
