CALIFORNIA'S EXECUTIVE ORDER N-29-20, AND IN THE INTEREST OF THE PUBLIC
HEALTH AND SAFETY, MEMBERS OF THE HUMAN RELATIONS COMMISSION AND

HOW TO SUBMIT COMMENTS: Visit the online eComment portal for this meeting at:
https://chulavista.granicusideas.com/meetings. The commenting period will be open shortly after
the agenda is published for a particular meeting and will remain open through the meeting, as
described below. All comments will be available to the public and the Human Relations
Commission using the eComment portal. Comments must be received prior to the time the Chair
calls for the close of the commenting period. Comments received after such time will not be
considered by the Human Relations Commission. If you have difficulty or are unable to submit a

CONSENT CALENDAR (Item 1)
The Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a Commissioner, a member of the public, or staff requests that an item be removed
for discussion. Items pulled from the Consent Calendar will be discussed immediately following the
Consent Calendar.

PUBLIC COMMENTS
Persons speaking during Public Comments may address the Board/Commission on any subject matter
within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law
generally prohibits the Board/Commission from discussing or taking action on any issue not included
on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion
or refer the matter to staff. Comments are limited to three (3) minutes.

MINUTES OF A REGULAR MEETING OF THE
HUMAN RELATIONS COMMISSION
OF THE CITY OF CHULA VISTA
July 23, 2020 Via Teleconference
6:00 PM
Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
of public health and safety during the COVID-19 pandemic, members of the Human Relations
Commission and staff participated in this meeting via teleconference. All votes were taken by roll
call.
CALL TO ORDER
A regular Meeting of the Human Relations Commission of the City of Chula Vista was called to
order at 6:07 pm in the Executive Conference Room 103A located at 276 4th Avenue, Chula
Vista, California and by teleconference.
ROLL CALL
PRESENT: Commissioners: Branch, Felix, Godinez, Gutierrez (left at 8:19
pm) Kean-Ayub, Lake, Medina, Ratner (Left at 6:30 pm), Vice
Chair Gonzalez, Chair Martinez-Montes
ABSENT: Commissioner Zadah
ALSO PRESENT: Courtney Chase, Director of Human Resources and Risk
Management. Anne Steinberger, Communications Manager. Glen

1. INTRODUCTION OF CHULA VISTA CITY MANAGER MARIA
KACHADOORIAN.
Action: Ms. Kachadoorian introduced herself to the Commission and is looking
forward to working with the Commission in the future.
CONSENT CALENDAR
Chair Martinez-Montes called for a two-minute pause to allow members of the public to submit
any final electronic comments on items on the consent calendar. Secretary Summer Haskins
announced that zero electronic comments had been received and zero comments had been
received via email.

2. APPROVAL OF MINUTES of February 27, 2020.
Staff recommendation: Commission approve the minutes with minor revisions presented
by Commissioner Gutierrez
3. WRITTEN COMMUNICATIONS
Memorandum from Commissioner Godinez requesting an excused absence from
the February 27, 2020 Human Relations Commission Meeting.
Staff recommendation: approve the absence.
ACTION: Commissioner Medina moved to approve staff’s recommendations and
offered Consent Calendar Items 2 and 3. Commissioner Godinez seconded
the motion, and it carried by the following roll call vote:
Yes: 10 – Branch, Felix, Godinez, Gutierrez, Kean-Ayub, Lake, Medina,
Ratner, Vice Chair Gonzalez, Chair Martinez-Montes
No: 0
Abstain: 0
PUBLIC COMMENTS
Martinez-Montes called for a two-minute pause to allow members of the public to submit any
final electronic public comments. Secretary Summer Haskins announced that 3 electronic
comments had been received and zero comments had been received via email.
[The Municipal Code (Section 2.25.230(B)) requires that the minutes reflect the name and city of
residence of persons addressing the board/commission, the title of the subject to which their
remarks related, and whether they spoke in support of or opposition to the matter. Members of
the public cannot be required to provide their name or city of residence; however, if they elect to
do so, it should be reflected in the minutes. Sample formats for recording public comments are
listed below.]

ACTION: Commissioner Godinez moved to nominate Paola Martinez Montes to
continue her duties as Chair of the Human Relations Commission for FY
2021. Commissioner Gutierrez seconded the motion. It carried by the
following roll call vote:
Yes: 9 – Branch, Felix, Godinez, Gutierrez, Kean-Ayub, Lake, Medina,
Vice Chair Gonzalez, Chair Martinez-Montes
No: 0
Abstain: 0
Commissioner Ratner left meeting at 6:30 pm and did not participate in
the vote.
ACTION: Commissioner Medina moved to nominate Petrina Branch to serve as Vice
Chair of the Human Relations Commission for FY 2021. Commissioner
Martinez Montes seconded the motion. It carried by the following roll call
vote:
Yes: 9 – Branch, Felix, Godinez, Gutierrez, Kean-Ayub, Lake, Medina,
Vice Chair Gonzalez, Chair Martinez-Montes
No: 0
Abstain: 0
Commissioner Ratner left meeting at 6:30 pm and did not participate in
the vote.
5. DISCUSSION REGARDING RECENT CIVIL UNREST THROUGHOUT THE
COUNTRY AND THE CITY OF CHULA VISTA POLICE DEPARTMENT’S
CURRENT AND FUTURE POLICIES AND PROCEDURES REGARDING USE
OF FORCE AND OFFICER TRAINING
Chair Martinez-Montes called for a two-minute pause to allow members of the public
to submit electronic comments on the item. Secretary Summer Haskins announced
that zero electronic comments had been received and zero comments had been
received via email
Action: There was none. Chief of Police Roxanne Kennedy gave a presentation on
actions CVPD is taking to address and respond to civil unrest, protests, and
community concerns. Chief Kennedy appreciates the good relationship CVPD has
with residents and is listening to input and feedback. Commission would like to
agendize for next meeting for additional discussion.
6. PRESENTATION FROM STAFF ON THE ACTIONS TAKEN BY THE CITY OF
CHULA VISTA IN RESPONSE TO COVID19 AND DISCUSSION REGARDING
IMPACT TO THE COMMUNITY FROM COVID19.

Action: There was none. Marlon King gave a brief presentation on the actions the
City is taking in response to COVID to protect the residents of Chula Vista as well as
the employees. Information was also provided by staff on Economic Development,
Rental Assistance, and Community Services activities.
7. UPDATE ON STATUES OF HRC RESOLUTION REQUESTING (1) REMOVAL
OF THE STATUE OF CHRISTOPHER COLUMBUS (LOCATED AT
DISCOVERY PARK); (2) THAT SAID STATUE BE REPLACED WITH A
STATUE THAT REFLECTS CHULA VISTA’S DIVERSITY, INCLUDING ITS
INDIGENOUS PEOPLE; (3) THAT DISCOVERY PARK BE RENAMED; AND
(4) THAT COLUMBUS DAY BE RENAMED INDIGENOUS PEOPLES DAY
AND CONSIDERATION OF POSSIBLE FURTHER ACTION REGARDING
SAME

Maggie Baker of Chula Vista submitted comments in favor of Agenda Item 7.

Action: There was none. Commission would like to bring it back for the next
meeting to discuss further with more information on the resolution.

Maggie Baker of Chula Vista submitted comments in favor of Agenda Item 8
Action: There was none. Commission discussed holding a public forum on the topic of Know
Your Rights-Police event. Will discuss at next meeting.
OTHER BUSINESS
9. CHAIR’S COMMENTS
Chair Martinez Montes discussed the qualified electorate for people to serve on
Boards and Commissions regardless of voter’s status. The City budget this year is
significantly impacted and because of the cost, no ballot measures will be included on
the November 2020 ballot. The City Council had a positive discussion on considering
changes to requirements for Board/Commission members. The City Council will
consider measures to include on the ballot in the 2022 election.
10. COMMISSIONERS’ COMMENTS
Commissioner Branch wanted to thank the Commissioners for voting her in as Vice
Chair and she is looking forward to working with the Commission in the future.
11. STAFF COMMENTS
a. Welcoming City Quarterly Update
Anne Steinberger gave an update on the progress of the Welcoming City
Certification. An extension has been granted to complete the Language
Access Plan.
