FACT: Bordertowns are experiencing a higher rate of covid-19 infection.I know of at least 3 persons who live in
Tijuana and were hospitalized in Chula Vista due to Covid.Some of my grandchildren’s college friends cross daily
to visit family in Tijuana. JUST to Visit! A realtive manages apts in San Ysidro & some of the tenants who had
Covid cross the border multiple times a week.One tenant brought active Covid in-laws to stay w/them & a few
days later were hospitalized. A Walmart greeter I met lives in Tijuana says some family members have Covid &
face coverings are rarely worn & certainly not required.The spouse of an elderly relative crosses the border at
least once a week.You might ask why?He says because he can. Where is the Essential Requirement to Cross the
Border?Why are you NOT elevating the concern of Cross Border Traffic?To add insult to injury our leadership
went silent when it came to the marches/mass gatherings.Some of our local leadership violated their own orders,
issued idle citation threats about face coverings, no follow-through, let alone abide by them. Where were all the
free Covid-19 testing sites to encourage protesters to easily & quickly get tested?It was your responsibility to
reach out to them or be complicit to the rise in Covid-19.The Covid-19 safety information/direction coming from
our leadership is conflicting.Do as I say Not as I Do philosophy? You are not serious about Covid-19 containment
until you do something about the Cross Border Traffic!

An extension of the moratorium is vital for the safety of Chula Vista and its residents. The pandemic has put an
enormous financial strain on renters, and without protection, many of these people will either lose their housing or
be forced to find new sources of income at an incredibly dangerous time. An extension will not only protect
countless people from financial disaster, but will also protect them from health risks involved with homelessness
and/or working in the service industry.

I think it would be unconscionable to not extend the moratorium on evictions through July. we have a little under
1/5 of the population still unemployed, and many people haven't been able to secure the same work that they had
before the pandemic - they are making less. If these families are evicted, the landlords won't easily find new
tenants anyway, there's no reason to allow the evictions to happen. There needs to be protections for families,
and a plan put in place for a long-term program to alleviate the pressure in the community.

I ask that you support extending the eviction moratorium ordinance. Our society puts profit over people. This
pandemic has proven that the lives of those that are low income are not valued. Many people have lost their jobs
or are forced to put their lives at risk for the sake of profit. I ask that you extend the eviction moratorium until there
is some stability in our community. For landlords that rely on rental units to supplement income, there should be
a plan to pause payments as well.

We cannot allow people to be evicted amidst a pandemic! Advocate for safety and the right for people to have a
home. Let’s not allow Covid and homelessness to expand. This temporary solution is bare minimum, and further
action to aid the community should be considered as well, but in the meantime, pass this!!!

Pass the resolution. Allowing evictions is a gift to landlords that increases covid cases and increases
homelessness, neither of which residents, Chula Vista or the region can afford.

Strongly urge you to pass this resolution. This action must be followed up with a further extension of the eviction
moratorium through the end of 2020, and a long-term plan for rent and mortgage forgiveness.
According to your data, 40% of Chula Vista's housing is rental units and 44% of renters are rent-burdened, paying
more than half of their income toward rent. People are choosing between losing their homes and putting food on
the table. Please save lives and extend the eviction moratorium. If you don't act with urgency, you are choosing to
put people on the street. You are choosing to put all Chula Vista community members significantly more at risk for
COVID. In addition to it being immoral, it will be considerably more expensive for the city to provide services for
an increased population of unhoused people. You can prevent this expense EASILY by taking urgent steps keep
people in their homes now.
According to the Chula Vista homeless resource website, there are no shelters for the general homeless
population. It appears that the city of Chula Vista already relies heavily on San Diego County and nonprofit
organizations to provide for our unhoused community members. If you do not extend this eviction moratorium and
put a long term plan into place to help renters stay in their homes without accruing massive debt to their
landlords, be prepared for a long and expensive battle towards getting people back into stable housing. Choose
safety and humanity for our community.

I hope cv extends the moratorium and introduces a long term plan for rent and mortgage forgiveness as well as
extending the moratorium until years end since almost 1 in 5 people in CV are unemployed and 44% of renters

Not only do I support extending the eviction memorandum through July, but I believe the city must support a long
term plan for the rest of the year and implement a rent forgiveness program due to the unforeseen financial
burdens caused by COVID-19.

Please extend the eviction moratorium through July. About about 16% of Chula Vista residents are currently
unemployed. That's 45,000 people in the City of Chula Vista, not to mention their families. Allowing landlords to
evict them during a pandemic is unconscionable. I am aware that landlords will say they cannot make their rent if
evictions are frozen, however, they would not make rent if they evicted their tenants either. If a landlord cannot
make their mortgage, they lose an investment that allows them to make money without working; if a tenant cannot
make their rent, they lose their homes.
In addition, the city needs to create a longer term plan to extend this moratorium through the end of the year and
create a program for rent forgiveness. If someone is unemployed from March through August, they will not be able
to simply come up with 6 months of back rent. At the median rent in Chula Vista, which is $1,850, that's $11,000.
You encouraged people to "make a payment plan" with their landlords, but 44% of Chula Vista residents already
spend half or MORE of their paychecks on housing. The bottom 60% of Americans cannot cover an emergency
$1000 expense without taking out a loan or using credit cards. Please, think of our city's most vulnerable
residents when voting on this decision. Landlords will survive without their investments. Evicted people very
realistically may not survive without a home during a pandemic.

The right thing to do when businesses need all the help that the City can provide in order to let them stay viable.

Many of the restaurants on 3rd Avenue are small and are limited to the number of customers they can serve and
still meet social distancing requirements. Indoor dining has been shut down by our Governor and many of these
small restaurants do not have outdoor space. I support closing 3rd Avenue to traffic so that they can utilize the
street to serve more customers.

Columbus Day originated as a celebration of Italian heritage. In 1892, following a lynching in New Orleans that
murdered 11 Italian immigrants, President Harrison declared Columbus Day a national celebration. The
proclamation was part of a wider effort to placate Italian Americans and ease diplomatic tensions with Italy.
Italian Americans were struggling against discrimination, so celebrating Columbus was a way for them to be
accepted in the mainstream. In 1937, Columbus Day became a holiday across the US. Since 1971, it's been
celebrated on the 2nd Monday in October. Columbus Day has since remained a celebration of Italian pride. That
still deserves its place with or without Columbus. Changing Columbus Day to Indigenous people’s day is insulting
and degrading to the Italian immigrants that fought to be here. A day created to celebrate Italian heritage should
remain just that. You can remove statues but you cannot take away our accomplishments, contributions and
celebrations. We matter in this country as much as any other group. Indigenous peoples day is August 9th.
Native American day is November 27th. If Columbus Day is to be changed, it should remain Italian Heritage Day!
We kindly request the statue from Discovery Park to be given to the Order Sons & Daughters of Italy. We will
place it in Italian American historical museums for future generations to learn what Columbus meant to Italian
Americans for so long and our fight to become proud Americans.

placement on the November 2020 ballot. The items related to the board and commission membership
qualifications are particularly important to support our Welcoming City vision and goals, especially to increase
