PEEPLES, INC. FOR CONSULTANT SERVICES IN CONNECTION WITH THE SECOND HARBOR ENTRANCE, AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT The City Council of the City of Chula Vista does hereby resolve as follows: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that that certain agreement between THE CITY OF CHULA VISTA, a municipal corporation, and LARRY I. PEEPLES, INC., for consultant services in connection with the second harbor entrance, dated the 21st day of November, 1985, a copy of which is attached hereto and incorporated herein, the same as though fully set forth herein be, and the same is hereby approved. BE IT FURTHER RESOLVED that the sum of $18,000 is hereby authorized to be expended from Account 990-9907-5201 (which would constitute one-half of the highest estimated cost for this contract which will be a joint effort between National City and Chula Vista). Dear Mayor Cox: Pursuant to discussions with your committee on November 7, I am submitting the following proposal aimed at getting the South Bay development program under way as rapidly and efficiently as possible. I propose an interim consulting agree- ment covering the period from December 1, 1985 through June 30, 1986. I would expect to perform the activities covered in the following Statement of Work, as well as any other related functions directed by your committee. At the conclusion of this period, I would hope to negotiate a follow-on agreement covering the long term project. STATEMENT OF WORK I. Draft and mail a letter to be signed by Mayors Cox and Morgan requesting reactions to the South Bay project. This would be mailed to some 200 governmental, civic and thought leaders in all of the bay communities explaining our objectives and requesting their responses. This would help insure that we do not overlook problem areas. I would consolidate responses for review by the committee. I believe this to have significant advantages over a random poll that would not necessarily reach people who will have a voice in decisions. Cost: Included in fee. 2. Research, script and prepare a 12 to 15 minute slide presentation explaining the project and emphasizing advantages to all of the areas surrounding San Diego Bay. Considerable material is available through various sources but some original art work and photography will be required. Some cost may be avoided by use of local industrial facilities, which I have been assured will be available. Est. Cost: $12,000 maximum 3. Write, edit, lay out and publish a simple but attractive four-color brochure to be used in relatively large numbers as a handout at our presentations and as a mailer in response to queries. Would utilize much of the art prepared for the slide presentation. Estimated Cost: $5000 for 10,000 4. Schedule and participate in a series of briefings for appropriate members of congressional and legislative delegations. To minimize travel cost it should be possible to schedule most meetings during recess periods. Arrange and participate in presentations to community groups, i.e. service clubs, yacht clubs, environmental groups, marina operators, chambers of commerce, water oriented recreational, commercial and residential groups of all kinds. Cost: Included in fee 6. Prepare and disseminate press releases, organize press conferences and respond to media queries. Cost: Included in fee 7. Develop more broadly based financial structure in support of program. Cost: Included in fee CONSULTING FEE It is apparent that a substantial amount of time will be required to accomplish the foregoing and that to do so on the basis of consulting fees paid me by others would absorb an inordinate amount of the funds presently available. Therefore, I propose a flat monthly fee of $2000 during the term of this interim agreement. I would ask that at such time as additional funding is available and a long term agreement is negotiated that additional compensation would be considered by the committee or such organization as may be formed to pursue the long term effort. Also, during the term of this agreement, I would expect to be reimbursed for reasonable, authorized out-of-pocket expenses, including out-of- county travel and accommodations, meals while on such authorized travel, local mileage on direct program business, authorized entertainment, postage costs etc. Ail of this to be verified by receipts or other acceptable documentation.
