Item 9: Support Ad Hoc Stakeholder Subcommittee to Modify Eviction Moratorium Policies
Mayor Salas and Councilmembers:
The Pacific Southwest Association of REALTORS® (PSAR) is recommending the Council approve the creation of an Ad
Hoc Stakeholder Subcommittee to Modify the City’s Eviction Moratorium Policies so the City can continue and expand
their efforts to adopt a balanced approach addressing the COVID-19 pandemic and its impacts on tenants, property
owners and small businesses.
We applaud your efforts and those of Councilmember Padilla on this matter.
We would recommend that the Stakeholder Subcommittee work with renters, South Bay Community Services, PSAR,
and the Southern California Rental Housing Association to craft provisions to avoid bankrupting rental property
owners and formulate policies to mitigate long-term, negative impacts on renters as well as property owners;
impacts that may also threaten or curtail the creation of future rental housing stock.
The courts have suspended non-emergency operations, an action that will preclude eviction hearings in the short
term, creating an opportunity to accomplish this effort without the cloud of potential evictions
We thank you and recommend that the City use the Subcommittee to further define a fair and balanced process for
both tenants and property owners dealing with unpaid rents.
