RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ADOPTING POLICY ON EXPENDITURES OF
OFFICIAL RECEPTIONS MONIES BY THE
INTERNATIONAL FRIENDSHIP COMMISSION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, during the review of the FY 1985-86 budget, the
City Council directed that prior to expenditure of official
receptions funds by the International Friendship Commission, a
policy guiding the expenditure of those funds be approved by
Council, and
WHEREAS, the policy, attached hereto as Exhibit "A" and
incorporated herein by reference as if set forth in full, limits
expenditures by the International Friendship Commission to
visitors from Chula Vista's Sister Cities and would not permit
expenditures for visitors from other than sister cities, unless
specifically approved by the City Council, and
WHEREAS, the International Friendship Commission, at its
June 26, 1985 meeting, developed a breakdown of expenditures for
the 1985-86 budget which would be in keeping with .the proposed
policy.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby adopt the policy set forth in
Exhibit "Aw on expenditures of official reception monies by the
International Friendship Commission.

BACKGROUND:
During City Council's review of the FY 1985-86 budget, $1,000 was provided in
the Official Receptions Account for the International Friendship Commission.
However, it was directed that prior to expenditure of these funds, the
International Friendship Commission develop a policy that would guide the
expenditure of such funds.
PURPOSF:
To provide, in ~eneral, the types of expenditures that are appropriate from
the Official Receptions account fbr the International Friendship Commission.
POLICY:
The City Council of the City of Chula Vista adopts the following policy:
~xpenditures from the Official Receptions account by International
Friendship ~ommission members will be made for the following purposes:
]. Visits or expenses incurred by reason of visits by official Sister
City dignitaries to the City.
2. Sister City cultural visitors, such as Odawara's Lantern Dancers, etc.
· . 3. Sister City student visitors.
4. Gifts for offi~al representatives of our Sister Cities.
5. Two receptions.per year for all foreign exchange students in Chula
Vista.
6. Other expenditures as may be approved by the City Council on a
case-by-case basis.
