Honorable Mayor and Members
of the City Council
City of Chula Vista
276 Fourth Avenue
Chula Vista, CA 92010
Dear Mayor and Council Members:
Attached is a copy of the proposed FY86 service contract
between the City of Chula Vista and San Diego Transit Corpo-
ration. In order to meet the TDA claim filing deadline, this
contract as usual is based on our preliminary budget. Should
there be a change in our FY86 budget or should you desire any
routing or service level changes, a "First Amendment" to this
contract will be developed for your approval.
The most significant change from the FY86 service
contract is the estimated level of federal operating subsidy.
Based on the most current information available, this contract
estimates a fifty percent decrease in available subsidy. If
the actual amount of subsidy received has a significant impact
on San Diego Transit's FY 86 budget, a First Amendment will
necessarily be developed.
Following are other significant changes from the FY85
contract:
Decrease in gross cost per mile from $3.6755 to
$3.6188.
Substantial increase in estimated revenue passengers,
particularly on Route 29.
Decrease in STA subsidy from $.0777 to $.0218 per
passenger.
Increase in capital cost from $.0199 to $.1273 per
mile.
Because of the impending consolidation of San Diego
Transit and the Metropolitan Transit Development Board, there
is a new component in the proposed service contract. Es-
sentially, we are enclosing two separate contracts one to be
approved contingent upon the consolidation of the two
agencies, and one to be approved contingent upon no consoli-
dation. This will ensure the continuous provision of transit
service to the citizens of Chula Vista in either case.
The difference between the two contracts is the deletion
of Route 29 from the service contract if the consolidation
occurs. In the event of consolidation, SDT will no longer
claim TDA funds directly from Chula Vista to operate Route
29. Instead, MTDB will claim a Regional Transit Service
Assessment to provide for the operation of the route.
With consolidation, the total TDA claim will be $39,265.
Without consolidation, the total TDA claim will be $147,643.

me or Janet Braaten of my staff.
