The commenting period will be open shortly after the agenda is published for a particular meeting and will remain open through the meeting, as described below. All comments will be available to the public and the Planning Commission using the eComment portal. Comments must be received prior to the time the Chair calls for the close of the commenting period. City staff will take all possible measures to ensure a publicly accessible experience. *** City of Chula Vista Boards & Commissions Planning Commission Page 2 ׀ Planning Commission Minutes May 27, 2020 CALL TO ORDER ROLL CALL: Commissioners Burroughs, De La Rosa, Milburn, Nava, Torres, Zaker, and Chair Gutierrez PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. APPROVAL OF MINUTES February 26, 2020 Staff recommendation: Commission approve the minutes. Commissioner Nava requested to have his name added to the meeting of February 26, 2020. Commissioner Zaker moved to approve the minutes, Commissioner Nava seconded the motion and it carried by the following vote: Yes - 7 - Burroughs, De La Rosa, Gutierrez, Milburn, Nava, Torres, Zaker ITEMS REMOVED FROM THE CONSENT CALENDAR PUBLIC COMMENTS Persons may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. PUBLIC HEARINGS The following item(s) have been advertised as public hearing(s) as required by law. PUBLIC HEARING DR19-0025 Design Review consideration of a 27,821 square-foot building with a 4,185 square-foot covered entryway for supportive uses to include a vehicle collision and automotive repair facility on approximately 2.2 acres located at 1880 Auto Park Place. Page 3 ׀ Planning Commission Minutes May 27, 2020 Resolution of the City of Chula Vista Planning Commission approving a Design Review Permit, DR19-0025, to construct a 27,821 square-foot building with a 4,185 square-foot covered entryway for supportive uses to include a vehicle collision and automotive repair facility on approximately 2.2 acres located at 1880 Auto Park Place. Applicant: Stephen Dose Project Manager: Oscar Romero, Associate Planner Staff recommendation: That the Planning Commission conduct a public hearing and adopt the propose Resolution DR19-0025 approving the project based on the findings and subject to the conditions contained therein. That the Planning Commission conduct a public hearing and adopt the proposed resolution as follows:  Approve Resolution DR19-0025 approving a vehicle collision and automotive repair facility at 1880 Auto Park Place. Project Planner, Oscar Romero, gave a presentation of the project which included the Auto Park Specific Plan, existing land uses, site plan, floor plan, elevations, and landscape plan. QUESTIONS TO STAFF The commission asked for clarification of the orientation of the building and that the uses which are described in the staff report will be conducted in the building and not outdoors. Staff confirmed that all work will be conducted indoors. The commission asked if the project was in the line of sight of any residential properties. Mr. Romero confirmed that the project was located in an open space (80 feet below top of slope) and is not in the line of sight of residential properties. PUBLIC HEARING OPEN The City Clerk mentioned that during Public Comments, the following individuals expressed their concerns (via ecomment and/or phone calls) in opposition of the project: Kerri Aviles, Chula Vista resident Mark Aviles, Chula Vista resident Juan Arrizon, Chula Vista resident Monica Arrizon, Chula Vista resident Raymond Estrada, Chula Vista resident Sue Morassi, Chula Vista resident PUBLIC HEARING CLOSED COMMISSION DELIBERTATIONS Questions and comments to staff included: Page 4 ׀ Planning Commission Minutes May 27, 2020  Commissioners asked for clarification of the intended use of the project, as stated in the Auto Park North Specific Plan. Project Planner, Oscar Romero, explained that the there are three different sections for uses that are permitted within the Auto Park North Specific Plan, which include automobile sales, automotive inventory/parking and supporting services. All three permitted use categories are permitted independently of other uses and are permitted on their own.  Operating hours - Mr. Romero confirmed that the operating hours would be Monday through Friday, 7:30 a.m. – 6 p.m.  Possible noise coming from the proposed project - Mr. Romero confirmed that all uses are to be conducted indoors, only one door will be open for vehicles access.  The use of the exterior parking, will it be for clients and the public? Mr. Romero explained that the parking will be utilized for the permitted uses. Development Services Director, Kelly Broughton, explained that there are city wide exterior noise limits that are established in a residential/commercial/industrial zone and are subject to noise standards and should be reviewed in the building permit process. The applicant volunteered to plant large trees on the north slope to reduce noise and to block the view of the project. Chair Gutierrez moved to approve the project, Commissioner De La Rosa seconded the motion and it carried by the following vote: Yes - 7 - Burroughs, De La Rosa, Gutierrez, Milburn, Nava, Torres, Zaker 3. PUBLIC HEARING DR19-0019 Design Review consideration to construct 280 multi-family units on 11.6 acres within the Village Eight West Master Planned Community. Resolution of the City of Chula Vista Planning Commission approving Design Review Permit DR19-0019 to construct 280 multi-family units with 428 parking spaces, on 11.6 acres within the Village Eight West Master Planned Community. Applicant: Homefed Village 8, LLC Project Manager: Janice Kluth, Senior Project Coordinator Staff Recommendation: That the Planning Commission adopt Resolution DR19-0019 for the development of a 280 multi-family project, based on the findings and subject to the conditions contained therein. That the Planning Commission conduct a public hearing and adopt the proposed resolution as follows: Page 5 ׀ Planning Commission Minutes May 27, 2020  Approve Resolution DR19-0019 of the City of Chula Vista Planning Commission approving Design Review Permit DR19-0019 to construct 280 multi-family units within the Village Eight West Master Planned Community. Ms. Kluth gave a presentation of the project which included site elevations, landscaping, and site design. QUESTIONS TO STAFF Questions and comments to staff included:  Are there elevators in all three of the four story buildings? The applicant confirmed that there are elevators in all of the buildings.  Are there trash shoots in the units? The applicant confirmed that there are trash shoots that will go to the trash dumpsters. PUBLIC HEARING OPENED The secretary mentioned that one comment was received today in favor of the project and had already been shared with the commissioners prior to the meeting. PUBLIC HEARING CLOSED COMMISSIONER DELIBERATIONS Questions and comments to staff included:  Regarding traffic, what is the timeline for the extension of Main Street? Ms. Kluth explained that the access points to the project include La Media Parkway, Main Street, and Via Estancia. Main Street will eventually connect to Village 8 east.  The commissioners mentioned that they would like to see the creation of employment opportunities in future projects. The applicant mentioned that the project is across the street from the Town Center which will offer job opportunities.  Charging stations – the applicant clarified that they will be installing charging stations once they have information as to where the best locations will be for their residents. Commissioner Zaker moved to approve the project, Commissioner De La Rosa seconded the motion and it carried by the following vote: Yes -7 - Burroughs, De La Rosa, Gutierrez, Milburn, Nava, Torres, Zaker 4. PUBLIC HEARING Consideration of Transportation Study Guidelines which implement the requirements of Senate Bill 743, including using Vehicle Miles Traveled to determine the significance of a project’s transportation impacts under the California Environmental Quality Act. Page 6 ׀ Planning Commission Minutes May 27, 2020 Resolution of the City of Chula Vista Planning Commission finding that the Chula Vista Transportation Study Guidelines (TSG) are consistent with the Legislative Intent of Senate Bill 743 and referring the Chula Vista TSG to the City Council for Adoption. Submitted by: Scott Barker, Transportation Engineer Staff Recommendation: That the Planning Commission adopt Resolution No. 2020-01, recommending City Council adoption of the Chula Vista Transportation Study Guidelines as required by SB 743. That the Planning Commission conduct a public hearing and adopt the proposed resolution as follows:  Approve Resolution 2020-01 finding that the Chula Vista Transportation Study Guidelines are consistent with the Legislative Intent of Senate Bill 743 and referring the Chula Vista TSG to the City Council for Adoption. Scott Barker, Transportation Engineer and Katy Cole, of Fehr Peers, gave a presentation on the Transportation Study Guidelines. QUESTIONS TO STAFF None PUBLIC HEARING OPENED No comments were received PUBLIC HEARING CLOSED Chair Gutierrez moved to approved adopt the resolution, Commissioner Milburn seconded the motion and it carried by the following vote: Yes - 7 - Burroughs, De La Rosa, Gutierrez, Milburn, Nava, Torres, Zaker OTHER BUSINESS 5. DIRECTOR’S REPORT Development Services Director, Kelly Broughton, gave an update on the Third & K project – the City Council considered a modification to the project to make it financially viable. Staff is currently working on the Housing element and will have an update in June. 6.
