HomeMy WebLinkAbout2020-03-09 SSC MinutesMINUTES OF REGULAR MEETING OF THE SUSTAINABILITY COMMISSION OF THE CITY OF CHULA VISTA March 9, 2020 5:00 PM A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:05 pm by Chair Romo in Conference Room C-101, 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Baugh, Guevara-Gluyas, Legaspi, Matthias, Richeson, and Chair Romo ABSENT: Commissioner Korgan STAFF PRESENT: Chief Sustainability Officer Gakunga, Environmental Sustainability Manager Wisniewski, Environmental Services Manager Medrano, Sr. Fiscal Office Specialist Rodriguez APPROVAL OF MINUTES: Commissioner Richeson moved to approve the minutes from the February 10, 2020 meeting. The motion was seconded by Commissioner Matthias and carried with the following vote: Yes — 6 Baugh, Gluyas-Guevara, Legaspi, Matthias, Richeson and Chair Romo. No -0 PUBLIC COMMENTS: None INFORMATION ITEM 1. Presentation on Board and Commission Rol&/Duties and Brown Act — Kerry K. Bigelow, City Clerk and Simon Silva, Deputy City Attorney Commissioner Richeson moved to have the Item moved to next meeting due to Simon not being able to be present at today's meeting. The motion was seconded by Commissioner Baugh 2. Update on Charter review status - Manuel Medrano The Charter review is currently under legal review ACTION ITEM 1. Discussion and Action regarding memo to the City Council from Sustainability Commission (involving suggestions regarding Republic Services agreement), including discussion with staff regarding memo, finalizing of memo, and request that memo be presented to City Council by City Manager's Office First motion - Commissioner Baugh moved to accept draft memo dated October 16, 2019. The motion was seconded by Commissioner Richeson and carried the following vote: Page I 1 of 3 Substainability Commission Minutes 'Yes — 6 Baugh, Gluyas-Guevara, Legaspi, Matthias, Richeson and Chair Romo No -0 Second motion - Commissioner Baugh moved to accept memo and submit to City Manager's office, with request memo be submitted to City Council. The motion was seconded by. Commissioner Richeson and carried the following vote: Yes — 6 Baugh, Gluyas-Guevara, Legaspi, Matthias, Richeson and Chair Romo No -0 2. Municipal and Community GHG emissions — Yasemin Corrales and Cory Downs Commissioner Mathias moved to approve the report subject to incorporating the recommended changes. The motion was seconded by Commissioner Guevara-Gluyas and carried the following vote: Yes - Baugh, Gluyas-Guevara, Legaspi, Matthias, Richeson and Chair Romo No -0 STAFF COMMENTS Cory Downs shared an upcoming Chula Vista Climate Action Challenge community group meeting being held on March 21St at Hilltop High School Coleen Wisniewski gave meeting calendar updates. On the April 13th meeting the Brown Act training will continue. The voting for the CLEAN Sustainability Champion Awards will also take place. A benchmarking ordinance will be presented for input and recommendation to the City Council. Update on March 11th Climate Change Working Group meeting. Reminder of South Bay Earth day being held on April 4th. That day there will be a guided bike tour with the San Diego Bike Coalition. Champion award nominations are due on March 31St with the award presentation being held at the City Council April 28th meeting. Dennis Gakunga made commissioners aware the city has issued memo regarding COVID-19. COMMISSIONER COMMENTS Commissioner Matthias gave update on the eight clean up days the Living Coast Discovery Center has hosted. A total of 367 volunteers have been at these events. Creek to Bay will take place on April 25th. She invited the commissioners to volunteer on the next clean up event taking place on May 9th at the Sweetwater River channel. Commissioner Baugh gave update on the Beethoven Pastoral Project. CHAIR COMMENTS. Chair Romo spoke on article being published by Sunset magazine of cities make changes. Chula Vista is not listed and asked commissioners to think about why not and what could be done to make sure everyone is aware of Chula Vista sustainable efforts. He is making a list of recommendations for the next chair and invited the others to do the same.
