RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
CHULA VISTA RECOMMENDING THAT THE CITY COUNCIL
APPROVE AN AMENDMENT TO THE VILLAGE 8 EAST SECTIONAL
PLANNING AREA PLAN TO REMOVE 284 RESIDENTIAL DWELLING
UNITS FROM THE SITE UTILIZATION TABLE
WHEREAS, the area of land, which is the subject of this Resolution is represented in
Exhibit A which is incorporated into the Resolution by this reference, and for the purpose of
general description consists of approximately 575.3 acres (APN# 644-070-11-00 and a portion of
646-010-04.00) (Project Site); and i
WHEREAS, on December 2, 2014, City Council approved the Village 8 East Sectional
Planning Area(SPA) Plan; and
WHEREAS,on May 13, 2019,HomeFed Village 8 LLC (Applicant)applied to amend the
Village 8 East SPA Plan in order to update the Site Utilization Table to reduce the total number of i
authorized residential units from 3,560 to 3,276 Dus(Project); and

WHEREAS, all other terms and conditions associated with the Village 8 East SPA Plan
shall remain in effect; and
WHEREAS, the City's Development Services Director has reviewed the Project for
compliance with the California Environmental Quality Act(CEQA)and determined that the
Project was adequately covered in the previously certified Otay Ranch University Villages Final
Environmental Impact Report 13-01, SCH#2013071077 (FE1R-13-01). Thus, no further
environmental review or documentation is necessary; and
WHEREAS,the Development Services Director set the time and place for a hearing on the
Project, and notice of said hearing, together with its purpose, was given by its publication in a
newspaper of general circulation in the City and the mailing to property owners within 500 feet of
the exterior boundaries of the property, at least 10 days prior to the hearing; and
WHEREAS, the hearing was held at the time and place as advertised in the Council
Chambers, 276 Fourth Avenue, before the Planning Commission and said hearing was thereafter
closed; and
NOW,THEREFORE,BE IT RESOLVED THAT the Planning Commission recommends
that the City Council adopt the attached City Council Resolution approving the Project in
accordance with the Findings as set forth in the subject City Council Resolution.

BE IT FURTHER RESOLVED THAT a copy of this Planning Commission Resolution be
transmitted to the City Council.
