RESOLUTION NO. 12030
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA MODIFYING COUNCIL POLICY 200-09
APPROVED BY RESOLUTION NO. 7214 FOR MEDIAN
LANDSCAPING
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, at the February 28, 1985 Council meeting, a
policy was discussed in concept for the treatment of landscape
median strips, and
WHEREAS, Council directed that staff prepare a written
policy with flexibility included should a developer wish to
exceed the minimum standards in a particular development, and
WHEREAS, the Planning staff has modified Council Policy
200-09 to clarify the City's objectives as to hardscape and
planting areas, which is attached hereto as Exhibit "A" and
incorporated herein by reference as if set forth in full.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby modify Council Policy 200-09,
as adopted by Resolution No. 7214, for Median Landscaping as
shown on Exhibit

BACKGROUND
On February 5, 1974, the City Council accepted the report of the Director of
Public Works recommending a policy on median island landscaping.
POLICY
~d~/J/~l~O//~Medians shall be installed on major roads only (TOO foot
right-of-way) as-shown on Standard Drawing lO1-A, Typical Street Sections.
The ~/$~ median landscaping design shall be based upon:
1. Appearance
2. Maintenance costs
3. Installation costs
4 The surrounding environment
5. Hardiness--the ability of the plants to survive.
The characteristic island design shall provide for both
hardsFa__p_~_ forms and planting areas. Islands shall be individually designed so
~ennance the surrounding street scene in the best possible way.
1. Median island hardscape is established as 65 percent of the surface
area of the median including the area aUjacent to the left-turn lane~
2. Median island planting and irrigated area is established' as 3!,

3. These minimum public street standard proportions above may

b. Ground cover shall be limited generally to woody shrub varieties
with low growing disease resistant and automobile resistant
characteristics.
c. Plants used should have a proven tolerance for blade grass
herbicides.
d. Plants which require excessive labor for removal of unsightly
seeds or stalks shall be avoided.
b. Materials for paving shall be limited to fixed brick or tiles,
natural color concrete or stamped concrete.

c. No synthetic plants, colored rocks, or painted surface shall be
installed.
d. Natural rock arrangements shall have maximum heights consistent with
good safety practice for streets.

BACKGROUND

POLICY
Median~ shall be installed on major roads only (lO0 foot right-of-way) as
shown on Standard Drawing lO1-A, Typical Street Sections.
The median landscaping design shall be based upon:
1. ~ppearance
2. Maintenance costs
3. Installation costs
4 The surrounding environment
5. Hardiness--the ability of the plants to survive.
The characteristic island design shall provide for both hardscape forms a~d
planting areas. Islands shall be individually designed so as to enhance the
surrounding street scene in the best possible way.
1. Median island hardscape is established as 65 percent of the surface
area of the median including the area adjacent to the left-turn lane.
2. Median island planting and irrigated area is established as 35
percent of the surface area of the entire median.
3. These minimum public street standard proportions above may be
exceeded-subject to the review and approval of the City Landscape
Architect; subject to the developer paying the added installation
cost; and if the median is to be maintained privately through an open
space assessment district or master homeowners' association.
In accomplishing this, center islands should conform to the following criteria:
1. Planting
a. Trees shall be limited to those in the City street tree master
plan.

b. Ground cover shall be limited generally to woody shrub varieties

characteristics.
c. Plants used should have a proven tolerance for blade grass

d. Plants which require excessive labor for removal of unsightly
seeds or stalks shall be avoided.
2. Irrigation
a. A~tomatic irrigation system required, all medians.
b. Vegetation shall be washed at maximum intervals of six 16) weeks
between April 1st and October 30. Enough water should be applied to
also rinse all decorative paving if applicable.
3. Hardscape
a. Hardscape features shall be used on all median islands.
b. Materials for paving shall be limited to fixed brick or tiles,
natural color concrete or stamped concrete.
c. No synthetic plants, colored rocks, or painted surface shall be
installed.
d. Natural rock arrangements shall have maximum heights consistent with
good safety practice for streets.
