RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING PCC-85-9 FOR A TROLLEY
STATION AT "E" STREET AND I-5
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the County of San Diego and the City of Chula
Vista desire to establish a trolley station at the southeast
quadrant of "E" Street and Interstate 5 in the C-V-P zone, and
WHEREAS, on December 18, 1985, the Planning Commission
by a vote of 6-0 recommended that the City Council adopt a
resolution approving the request in accordance with Planning
Commission Resolution PCC-85-9 subject to Design Review Committee
approval, and
WHEREAS, on December 30, 1985, the Design Review
Committee by a vote of 4-0 recommended approval of a revised site
plan and architectural package subject to the submittal of a
materials board and sign program, and
WHEREAS, at the request of the City Council, MTDB
conducted a study and subsequently supported the location of an
additional trolley station at "E" Street in Chula Vista, and
WHEREAS, EIR-84-8 has been certified by the Planning
Commission and by the City Council on November 20, 1984 as being
complete, and
WHEREAS, the EIR disclosed that no adverse environmental
impacts would be associated with the approval of this project and
the only mitigation necessary is for existing property owners to
receive market value for their properties and relocation
compensation as necessary.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista hereby approves Conditional Use Permit
PCC-85-9 for a trolley station at "E" Street and I-5 based on the
following findings:

1. The intersection of I-5 and "E" Street is a major
entrance to the City and a focal point for north-south/east-west
transportation corridors. The location of the trolley site at
this intersection will provide maximum visibility and efficient
use of this form of transportation. Efficient use of mass
transit will result in a noticeable improvement to the traffic
circulation in the San Diego region.
2. The location of the trolley station will necessitate
the purchase and relocation of several businesses. The purchase
and relocation of these businesses will be at market value, thus
lessening the adverse impact on these persons. The large parcels
at this location provide the necessary land for the station
without unduly burdening large groups of people.
3. The trolley station must comply with the
requirements established by the Chula Vista Municipal Code and
the Metropolitan Transit Development Board. The Design Review
Committee has provided conditional approval to the proposed
station.
4. The Chula Vista General Plan provides these types of
services in all areas and is, therefore, consistent with the
Chula Vista General Plan.
