Our firm,Shopoff Realty Investments, has been working diligently with the City Staff for
approximately 2 years crcating.an exciting residential community that will provide many`benefits
to the City of Chula.Vista and its residents. As part of this effort we have promo ed a very
positive public outreach effort.with existing neighbors, other related:agencies such,as the
Sweetwater School'District and the'handM of tenants that.reside on the property under lease
agreements with the current property owners, the Presley Family.
Most recently,.and by surprise,we were copied on a letter from Greg Moore to the city council,
mayor and department heads, Mr. Moore who is apparently operating a boat restoration-bu;�iness
of sort via a°gsub-lease"; or some farm:of a``hand shake"agreement with Rapid Pep, a current
lessee on the site, Neither the Pressley family or-our frim were aware of the relationship between
Rapid Prep and Mr. Moore, Mr. Moore's Iotter,received on May 44, 202.0, objecting to the
proposed redevelopment of'the 676 Moss Street site would lead one to believe that Mr.Moore
has sone legal basis for his objections to oar proposed development., As.stated by Mr.Moore in
paragraph 2 of page 2, "Boat Yard San Diego" neither has he ever had a lease agreement with
the property owner and appears to have been utilizing portions of the site in the capacity of a
non-legal and unofficial sub-lessee of a tenant by the name of Rapid.Prep. To further clarify,
Rapid prep.has been aware, (as with all,tenants on this property) of the timing of the proposed
development and the subsequent land.sale, and has been given ample time to transition the
location 0-f their business if they so choose, Our understanding is that the Rapid Prep lease
expires on August.3 F`of 2020.
Vire wish Mr. Moore had spoken to the Presleys or-us first., so we could see how his needs might
be met. While the ownership group is willing to discuss the possibility of allowing.Mr. Moore to

xemain on site subject to the teens of the Rapid Prep lease, both we and the Presley family
expect the vacation.of Rapid Prep and its sub-lease tenant by August 31, 2020 to occur smoothly,
Finally, we did notice in a recent San Diego Tribune article dated,Tune 1,2020 that Mr. Moore is
not.against our,plarmed community, and we look forward to having a great conversation.and
relationship with him.
