MINUTES OF A REGULAR MEETING OF THE
CHARTER REVIEW COMMISSION
OF THE CITY OF CHULA VISTA
March 11 , 2020 6:00 p.m.
A Regular Meeting of the Charter Review Commission of the City of Chula Vista was called to
order by Chair Felber at 6:0 2 p.m. in Con ference Room C-103, located in Building A at 276
Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Buddingh , McDonald , Scofield, Vice Chair
O’Donnell and Chair Felber
ABSENT: Commissioners Ho pida and Ross
CITY STAFF: City Attorn ey Glen R. Googins; Secretary Marisa Aguayo
PUBLIC COMMENTS
Chair Felber called for public comments on matters not listed on the agenda. There being no
members of the public who wished to speak, C hair Felber closed public comments.
ACTION ITEMS
1. APPROVAL OF JANUARY 8, 2020 MEETING MINUTES.
ACTION: Vice Chair O’Donnell made a motion to approve the January 8, 2020 minutes
with one correction accurately reflecting that Commissioner Scof ield abstained .
Commissioner Scofield seconded and the motion passed as follows:
Yes: 5 (Buddingh, Felber, McDonald, O’Donnell and Scofield )
No: 0
Abstain: 0
2. CONSIDERATION AND POTENTIAL ACTION ON CITY COUNCIL REFERRAL
REGARDING A POTENTIAL CHARTER AMENDMENT TO REMOVE THE
‘QUALIFIED ELECTOR’ REQUIREMENT FOR SERVICE ON CIT Y BOARDS
AND COMMISSIONS TO ALLOW ALL CHULA VISTA RESIDENT S TO SERVE.
City Attorney Glen Googins presented.

The following members of the public spoke in support of amending the Charter to a llow all
Chula Vista residents to serve :

▪ Lynda Gilgen, Chula Vista resident
▪ Michael Gilgen, Chula Vista resident
▪ Erin Tsurumoto Grassi, Alliance San Diego
▪ Dulce Garcia, Ch ula Vista resident, representing Bo rder Angels
▪ Mireya Morales, Chula Vista resident, San Diego LGBT
▪ Miguel Avila Morales, San Diego Border Dreamers
▪ Paola Martinez Montes, Ch ula Vista resident, Chair of Human Relations Commission
▪ Sandra Lobato, San Diego Border Dreamers
Commission members discussed the item.
ACTION: Commission er Buddingh made a motion to recommend that Charter section
602(d) be amended to r eplace “q u alif ied electors” with “residents” on all Boards &
Commissions other than the Districting Com mission subjec t to working on th e general
language and clarifying some issues. Commissioner Scofield seconded and the motion failed
to pass as follows:

Yes: 3 (Buddingh, McDonald and Scofield)
No: 2 (Felber and O’Donnell)
Abstain: 0
On gen eral consensus from the Commission add itional informatio n regarding the concept of
‘legal status’ was re quested and staff was directed to place the item on the Commission ’s
next meeting agenda, for further consideration.
