Preparation of three potential Charter Amendments for City Council consideration, based on results of 2019 Public Survey 2. Consideration of City Council referral to analyze and draft for City Council consideration a Charter amendment that would allow City “residents,” not just “qualified electors,” to serve on City boards and commissions Detailed Summary: In early 2019, the Commission prepared and circulated a public survey to obtain feedback regarding potential Charter amendments. Based on the results of the survey, the Commission prepared draft Charter amendments relating to three topics: C ity Attorney residency, vote-by- mail balloting, and suspension of elected officials charged with felonies. The Commission anticipates presenting its recommended amendment language on each of these issues to the City Council in July 2020, for potential placement on the November 2020 ballot. The Commission has considered, and listened to public comment regarding, the City Council’s referral relating to the Charter language requiring board and commission members to be qualified electors. The Commission is continuing to deliberate on this matter. Googins Page 1 | Charter Review Commission March 11, 2020 DRAFT MINUTES OF A REGULAR MEETING OF THE CHARTER REVIEW COMMISSION OF THE CITY OF CHULA VISTA March 11, 2020 6:00 p.m. A Regular Meeting of the Charter Review Commission of the City of Chula Vista was called to order by Chair Felber at 6:02 p.m. in Conference Room C-103, located in Building A at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Buddingh, McDonald, Scofield, Vice Chair O’Donnell and Chair Felber ABSENT: Commissioners Hopida and Ross CITY STAFF: City Attorney Glen R. Googins; Secretary Marisa Aguayo PUBLIC COMMENTS Chair Felber called for public comments on matters not listed on the agenda. There being no members of the public who wished to speak, Chair Felber closed public comments. ACTION ITEMS 1. APPROVAL OF JANUARY 8, 2020 MEETING MINUTES. ACTION: Vice Chair O’Donnell made a motion to approve the January 8, 2020 minutes with one correction accurately reflecting that Commissioner Scofield abstained. Commissioner Scofield seconded and the motion passed as follows: Yes: 5 (Buddingh, Felber, McDonald, O’Donnell and Scofield) No: 0 Abstain: 0 2. CONSIDERATION AND POTENTIAL ACTION ON CITY COUNCIL REFERRAL REGARDING A POTENTIAL CHARTER AMENDMENT TO REMOVE THE ‘QUALIFIED ELECTOR’ REQUIREMENT FOR SERVICE ON CITY BOARDS AND COMMISSIONS TO ALLOW ALL CHULA VISTA RESIDENTS TO SERVE. ACTION: Commissioner Buddingh made a motion to recommend that Charter section 602(d) be amended to replace “qualified electors” with “residents” on all Boards & Commissions other than the Districting Commission subject to working on the general language and clarifying some issues. Commissioner Scofield seconded and the motion failed to pass as follows: [NO ACTION] Yes: 3 (Buddingh, McDonald and Scofield) No: 2 (Felber and O’Donnell) Abstain: 0 On general consensus from the Commission additional information regarding the concept of ‘legal status’ was requested and staff was directed to place the item on the Commission’s next meeting agenda, for further consideration. OTHER BUSINESS 3. STAFF COMMENTS – No comments. 4. CHAIR’S COMMENTS – No comments. 5. COMMISSIONERS’ COMMENTS – Next meeting will be in April.
