OF THE CITY OF CHULA VISTA
Thursday, December 12, 2019 6:00 p.m.
A Regular Meeting of the Measure A Citizens' Oversight Committee of the City of Chula Vista
was called to order at 6:05 p.m. in the Chula Vista Police Department, Community Room, located
at 315 4"' Ave Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Ficacci, Guillen, Roberts, Tessitore, Vice Chair
Stucky and Chair Martinez
ABSENT: Commissioners Alatorre, Anaya, Escobedo, Hobson and Volland
ALSO, PRESENT: Director of Finance David Bilby, Captain Vern Sallee Chula Vista
Police Department, Maria Kachadoorian Asst. City Manager, City
Attorney Glen Googins, Deputy City Attorney Nicole Carnahan
and Police Admin Services Manager Jonathan Alegre
CONSENT CALENDAR
1. APPROVAL OF MINUTES of November 21, 2019.
ACTION: Commissioner Stucky moved to approve the minutes as written Commissioner
Roberts seconded the motion, and it carried by the following vote:
Yes: 4 — Ficacci, Tessitore and Guillen
No: 0
Abstain: 1 - Martinez

ACTION ITEMS
2. CONSIDERATION OF PROPOSED AMENDMENTS TO THE MEASURE A PUBLIC
SAFETY PLAN TO ADD ONE POLICE AGENT AND THREE PEACE OFFICERS.
AND AMEND THE REVENUE AND EXPENDITURE BUDGET IN FISCAL YEAR
2019/2020

The Police Department is proposing to amend the Measure A Public Safety Expenditure
Plan to add four (4) sworn position (1 Agent and 3 Officers) to combat illegal cannabis
operations. One Investigator primarily focused on illegal and non-regulated operations,
two Homeless Outreach Officers primarily focused on outreach combating drug impacts
within the homeless population, and one School Resource Officer primarily focused on
scholastic campaigns and youth anti-drug education efforts.
ACTION: Vice Chair Stucky moved to approve the staff report and recommend to council
for approval. Commissioner Roberts seconded the motion, and it carried by the
following vote:
Yes: 4- Ficacci, Guillen, Tessitore and Chair Martinez
No: 0
Abstain: 0
3. CONSIDERATION OF PROPOSED AMENDMENTS TO THE MEASURE A PUBLIC
SAFETY EXPENDITURE PLAN TO MOVE THE CRIMINAL PROSECUTOR
POSITION OUT OF THE OVERHEAD AND INTO A NEIGHBORHOOD
PROTECTION UNIT COMPONENT OF THE PLAN, ADDING THE POSITIONS OF
PARALEGAL AND INVESTIGATOR.
The City Attorney's Office is proposing to amend the Measure A Public Safety
Expenditure Plan to add one (1) Paralegal position, one (1) City Attorney Investigator
position and move the funding for the Criminal Prosecutor position out of the overhead
and into a Neighborhood Protection Unit component plan. The Neighborhood Protection
Unit's mission aligns with the Police Department's goal of addressing the growing
impact of illegal and unregulated cannabis sales.
ACTION: Vice Chair Stucky moved to approve the staff report and recommend to council
for approval. Commissioner Ficacci seconded the motion, and it failed by the
following vote:
Yes: 2- Tessitore and Guillen
No: 2- Martinez and Roberts
Abstain: 0

Director of Finance provided an update on the financial status of the Measure A Revenue
and Expenses.
