HomeMy WebLinkAboutReso 1985-12211 RESOLUTION NO. 12211 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE SUBMITTAL OF AN APPLICATION FOR COASTAL ZONE MANAGEMENT PLANNING ASSISTANCE The City Council of the City of Chula Vista does hereby resolve as fo 11 ows: WHEREAS, the California Coastal Commission provides planning and financial assistance for coastal zone management under the authority of the Government Code of the State of California; and, WHEREAS, the City Council desires assistance to complete Phase IV of the Bayfront Implementation Plan, which includes printing of the approved Local Coastal Plan and training of staff in Coastal Permit application process; and, WHEREAS, an application for a Coastal Zone Management Grant has been prepared for Phase IV of the Plan. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista hereby approves the submittal of the application for Coastal Zone Management planning assistance to the State Coastal Commission, a copy of which is attached hereto, and incorporated herein as though fully set forth. BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista be, and he is hereby authorized and directed to execute said application for and on behalf of the City of Chula Vista. Indirect costs may include costs of space, equipment use, utilities, insurance, administration, etc. Such costs must not otherwise be treated as direct costs. In accordance with provisions of OMB Circular A-87 all counties, and some cities, will have prepared a Cost Allocation Plan which includes an indirect cost rate. This indirect cost rate provides a departmental rate based on a percentage of direct salaries and wages. The designated fiscal officer of any jurisdiction which has prepared a Cost Allocation Plan must complete the certification below if indirect costs are shown on the Local Coastal Program Budget Allocation Summary. For cities which do not have Cost Allocation Plans but wish to include indirect costs in their grant budget, materials describing the basis for the proposed indirect cost rate must be provided to the Coastal Commission along with this application. Director of Finance Title 10/14/85 Date October 15, 1985 TO: California Coastal Commission FROM: City of Chula Vista SUBJECT: LCP Implementation Grant Application The City of Chula Vista hereby applies for a Local Coastal Program (LCP) Implementation Grant from the California Coastal Commission for the purposes stated below. Chula Vista's LCP Land Use Plan was certified in March 1984, and its Specific Plan (Implementation Program) was certified in January 1985. Effective certification of the total LCP occurred in September 1985. 1. COMPLETE LCP DOCUMENT: 10/15 - 10/31/85 No bound complete LCP document presently exists for the City because: {a) the LUP and IP were prepared and submitted separately to the Commission, and {b) the City Council made numerous changes and clarifications in both documents shortly before Coastal Commission action on them in response to Commission staff and Department of Fish and Game staff comments. In order to prevent misinterpretations or misuse of the certified LCP, a complete LCP needs to be prepared and printed for City, other governmental agency, and public use. 150 printed and 10 computer disk copies are proposed, of which 5 printed and 2 disk copies will be furnished to the Coastal Commission for headquarters and district office use. a. Preparation of accurate LCP documents that conform to the Commission's approvals: (1) Consultant: 2 hours @ $150 = $ 300.00 {2) Community Development Director review of documents: 0.5 hour @ $23.49: $ 11.75 (3) Word processing: 25 hours @ $9.40: $ 235.00 TOTAL: $ 547.00 b. Printing of 150 copies of the LCP (1) Printing and binding costs (includes staff time paper, negatives of plate, binding covers) : $ 243.01 TOTAL: $ 243 California Coastal Commission - 2 - October 15, 1985 c. LCP INDEX: lO/15 - 10/31/85 Experience with other LCPs has shown the great value of a complete index for the LCP, provided it is prepared by a person who has close knowledge of its contents and the operational uses for which it will serve. The index will be integrated into the printed and disk LCP documents proposed in Part 1. a. Consultant preparation of index, 10 hours @ $150: $1,500 b. Consultant-City staff review of index, 2 hours, consultant @ $150: $300; City staff @ $23.49: $46.78 = $ 196.78 TOTAL: $1,697 3. COASTAL DEVELOPMENT PERMIT CHECK LIST: ll/1 - 11/15/85 To facilitate and standardize the implementation of the certified LCP through the coastal development permit process, a checklist pursuant to which City staff can expeditiously review an application with respect to all LCP policies and provisions is necessary. a. Preparation of checklist by consultant 3 hours @ $150: $ 450 b.
