APPROVAL OF MINUTES December 11, 2019 Chair Gutierrez moved to approve the minutes, Commissioner Burroughs seconded the motion and it carried by the following vote: Yes-5 -Gutierrez, Milburn, Nava,Torres, Zaker Abstain -2- Burroughs, De La Rosa PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matterwithin the Board/Commission's jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. PUBLIC HEARINGS The following item(s) have been advertised as public hearing(s) as required by law. If you wish to speak on any item, please fill out a "Request to Speak"form and submit it to the Secretary prior to the meeting. 2. PUBLIC HEARING DR19-0013 Design Review consideration approving a 63,702 square-foot self-storage facility on a 0.975-acre lot located at 575 Anita Street.The property is zoned Limited Industrial Precise Plan (ILP) with a General Plan Designation of Limited Industrial (IL). Page 2 1 Planning Commission Minutes February 26, 2020 Resolution of the City of Chula Vista Planning Commission Approving Design Review Permit DR19-0013 for a 63,702 square-foot Self-Storage Facility on a 0.975-acre lot located at 575 Anita Street. Applicant: 167 Investments Project Manager: Oscar Romero,Associate Planner Staff recommendation: That the Planning Commission adopt Resolution DR19-0013, approving the project based on the findings and subject to the conditions contained therein. That the Planning Commission conduct a public hearing and adopt the proposed resolution as follows: • Approve Resolution DR19-0013 approving the three-story self-storage facility consisting of 63,702 square-feet of self-storage space, comprised of(1)three-story building with storage. Project Planner, Oscar Romero, gave a presentation of the project which included building elevations, parking, and landscaping. The project site plan provided details on parking, circulation, landscaping, trash, and recycling, as well as pedestrian access from Anita Street. QUESTIONS TO STAFF The Commission asked for clarification if the application had been previously approved. Steve Power, Principal Planner explained that the project is'a new application with new plans. PUBLIC HEARING OPENED PUBLIC HEARING CLOSED COMMISSION DELIBERATIONS The Commission requested that moving forward, that staff notify the Commission if a project has been previously presented/approved and that a summary be provided to the Commission for review. The Commission asked the architect for clarification on the design on the front (north side) of the building. The architect explained that the design wall is made of corrugated metal and that lighting will be facing down. The Commission thanked the applicant for their project. That the Planning Commission conduct a public hearing and adopt the proposed resolution as follows: • Approve Resolution DR19-0013 approving the three-story self-storage facility consisting of 63,702 square-feet of self-storage space, comprised of(1)three-story building with storage. Commissioner Torres moved to approve the project, Commissioner De La Rosa seconded the motion and it carried by the following vote: Yes- 7-Burroughs, De la Rosa, Gutierrez, Milburn, Nava, Torres, Zaker OTHER BUSINESS 3. COMMISSION COMMENTS The Commission requested a map from staff of previously approved projects by the Planning Commission within the last five years. Commissioner Zaker shared that he attended a meeting in Sacramento related to Accessory Dwelling Units, and will be sharing a document of a summary of legislation related to ADUs. Commissioner Zaker requested a report from staff if the city is in compliant with State laws. Chair Gutierrez asked that the criteria regarding land use zoning decisions be placed on the agenda for a future meeting. ADJOURNMENT at 6:38 p.m. to the regular meeting on March 11, 2020 at 6:00 p.m. in the Council Chambers in Chula Vista, California.
