HomeMy WebLinkAboutItem 4 - Attachment 1 - Resolution RESOLUTION No. 2020-01 RESOLUTION OF THE CITY OF CHULA VISTA PLANNING COMMISSION FINDING THAT THE CHULA VISTA TRANSPORTATION STUDY GUIDELINES (TSG) ARE CONSISTENT WITH THE LEGISLATIVE INTENT OF SENATE BILL 743 AND REFERRING THE CHULA VISTA TSG TO THE CITY COUNCIL FOR ADOPTION WHEREAS, Senate Bill 743 (SB 743),which replaces Level of Service with Vehicle Miles Traveled as the metric for determining the significance of transportation impacts under the California Environmental Quality Act, is required to go into effect on July 1, 2020; and WHEREAS, the City of Chula Vista wishes to adopt procedures and methods specifying how transportation studies will be carried out in accordance with SB 743; and WHEREAS, the City of Chula Vista has retained the services of a multi-disciplinary consulting firm with extensive SB 743 implementation experience to assist in the development of Transportation Study Guidelines (TSG) to document procedures and methods for the conduct of transportation studies; and WHEREAS, City staff requests Planning Commission input on the proposed TSG and referral of the proposed TSG to the City Council for approval; and WHEREAS, The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change to the environment;therefore,pursuant to Section 15060(c)(3) of the State CEQA Guidelines,the activity is not subject to CEQA. Thus, no environmental review is required; and WHEREAS, the Director of Development Services set the time and place for a hearing on the Transportation Study Guidelines, and notice of the hearing, together with its purpose, was given by its publication in a newspaper of general circulation in the City; and WHEREAS, the hearing was held at the time and place as advertised in the Council Chambers, 276 Fourth Avenue, before the Planning Commission and the hearing was thereafter closed. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Chula Vista that it hereby finds that the Transportation Study Guidelines are consistent with the legislative intent of Senate Bill 743 and refers the same to the City Council for adoption.
