established in the city of Chula Vista.This letter should not be taken as a political issue, but rather on reality.As a
resident of Chula Vista I live in the real world and the truth is always important. This letter if possible should be
presented to the council on the meeting schedule for May 12, 2020.

Proposed Area Bridge Shelter
To members of the city council,but also Mayor Mary Salas and my council representative Jill
Galvez. I'm writing in opposition to the proposed Area Bridge Shelter in the City of Chula Vista.
As you and the residents of the city should be aware that the city especially in the West side has
seen a growing number of homeless people especially on Broadway,but also in the Downtown
area. The proposed shelter in my point of view is likely to take place on the West side of the city
since that seems to be the politician's solution. This letter or grievance is aimed at the elected
representatives of the city council in the City of Chula Vista.
On May and May 8,2020, numerous media outlets in San Diego reported on the proposed
establishment of a shelter with the purpose of serving both homeless veterans and citizens who
are homeless. I understand that not all homeless are bad people, yet the city in my point of view
does not have the capacity to hold such shelter. In 2016 the city put to the voters a measure that
would legalize Marijuana in the city, yet nothing has happened. On the contrary, illegal
dispensaries have appeared throughout the city, yet the legalization of marijuana hasn't happened
and crime rates have increased. If this shelter is approved in by the city council then crime would
only increase.
As a concerned citizen,but also as an educator I have seen the number of homeless individuals
rise in the city especially on city property. Members of the council all of you should be aware
that the homeless during the last couple of years have set up encampment at Memorial Park
and Friendship Park.This should alarm members of the council since it's literally in front of
city hall and the public library. Apart from that local business in the area are affected by this
issue since the homeless do not face consequences.
If this proposed shelter comes to the city then the people mostly affected will be the residents,
but their children. I work in the area an let me tell you that this proposed shelter will affected
students that walk in the area since schools from Sweetwater Union High School District and the
Chula Vista Elementary School District tend to be in close proximity.
The shelter should be of concerned mainly because we as citizens will have no idea who will be
entering the shelter. Some of those who might enter the shelter may have a criminal record thus
he or she will not be properly vetted. As you may be aware our law enforcement officers do not
have the time or resource to assist in the proper vetting on who will be in the shelter.
One issue that is of major concern is health. With the propose shelter there is a huge chance that
infectious diseases will thrive in the city, but also in the South Bay. The recent COVID-19
pandemic could only worsen the situation in the city since there isn't enough hospitals. The city
only has two major hospitals; Scripps Mercy and Sharp. In the recent interview given by mayor
Salas to CBS8 she states, `the bridge shelter will position Chula Vista and the South County to
better respond to public health emergencies like COVID-19 and to provide a better solution to
protect our unsheltered and get them the critical services that they need.' Unfortunately, that is
not truth because there are only"300 beds" in Sharp, Chula Vista and "170 beds"in Scripps
Mercy according to KPBS San Diego. This pandemic that has affected the city has also resulted
in these two hospitals to seek federal assistance. In the winter time the weather tends to drop
significantly which could result in more COVID-19 for the winter of 2020 and 2021, yet alone
the flu.
Members of the council I could continue to write more, but I would like you to understand that
this is not rant, but rather reality. The policies that have been implemented to help the homeless
has not work. The establishment of this shelter in the city whether on public or private land will
affect nearby communities especially residential, but also in areas where students concentrate.
Mayor Salas and representative Jill Galvez I would advise not go on with this shelter mainly
because the city will become like San Francisco, Los Angeles and Austin. By this shelter being
put into place the residents of Chula Vista,but also the teachers that work in the area would be
severely affected mainly because there would be no tracking of individuals who could spread
infections to residents who are of high risk.
As a resident of Chula Vista, I strongly opposed the relocation of the Area Bridge Shelter in the
city. The taxpayers of Chula Vista cannot pay for this due to the fact that the state of the national
economy is not looking good. Residents and businesses should come first not organizations that
seek to use tax dollars from the residents of Chula Vista. Enough is enough.

Thank you for the welcome. We moved to the Rancho Del Rey area near Casillas Elementary where our son
currently attends. My concern is both for the funding which you were able to explain here but I think that there are no
exit strategy plan for when homeless go into shelters. It is just a place for them to stay compared to having different
types of living situations for different types of homeless people. Some have mental health issues, some have alcohol or
drug issues, some are down on their luck and don't have families to fall back on, and most don't know how to re-enter
society in a positive contribution. There shouldn't be a permanent shelter in place if there are not clear and concise
plans on how to get them back on their feet, help for whatever addiction that they have,or help with mental illness and
be back into the society and stay there without going back into homelessness. If the City Council votes yes I will be
holding every single Council Member and the Mayor accountable that you are down there every week volunteering
your time. I will be expecting more a plan of action than just opening a place for homeless to sleep without any other
measurable actions on getting them back to society. I will be at attending city council meeting and asking every time if
all members have been there to volunteer your time that week. I have sent the previous email to all City Council
members and the Mayor already but yes will you please send it in to the City Clerk to be on the record. I appreciate you
being so prompt in your response and I look forward to meeting you at future City Council meetings.

Hi Council member Galvez,
I am Tyler Silva and I own a Real Estate Brokerage and Property Management company. I am writing you because of my
concern of the shelter for homeless people moving to Chula Vista from San Diego.We moved out of the Upper Ocean Beach
area near Point Loma last year and one of the things that we didn't like about that area were the many homeless people
that were 6-7 blocks down the hill that think they are owed everything and do whatever they want without any
consequences it seems like.We have young kids and we don't really want them around everything that a lot of these
homeless people do out in the public(Drink, drugs, pee,are dirty and have trash all over the place).Are kids are now old
enough to notice this.With that being said I don't see it being a good idea to welcome homeless with open arms and offer
them a place to live in a shelter here in Chula Vista.Once they are there they will stay and start to ask for more and more.
This is a very slippery slope and I have lived near where a lot of homeless people have decided to stay because they had
shelters there and I own a business where we had homeless people hanging around the building.The owner had to pay a lot
of money to try to prevent them from being there after fires happened to the office building and violence between the
homeless occurred and there was blood around many of the office building doors.There will not be anything positive to our
current residents or future residents as a result of this shelter. I have seen the many downsides to this first hand and this

will affect our residents in a negative way.The Council should be working to ensure safety and improving the lives of current
and future residents who will be contributing taxes to the City of Chula Vista. Please reconsider moving any homeless
shelters to the City of Chula Vista.Thank you very much and I appreciate your time and consideration.
