HomeMy WebLinkAboutReso 1986-12494 RESOLUTION NO. 12494 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE ISSUANCE OF A COASTAL DEVELOPMENT PERMIT FOR THE CHULA VISTA INVESTMENT COMPANY MIDBAYFRONT STOCKPILE The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City of Chula Vista Local Coastal Program ILCP) has been certified by the California Coastal Commission; and, WHEREAS, said LCP includes coastal development procedures determined by the Coastal Commission to be legally adequate for the issuance of Coastal Development Permits and the City of Chula Vista has assumed permit authority of the Chula Vista Coastal Zones; and, WHEREAS, the public hearing was noticed and was held on May 27, 1986 in accordance with set procedures; and, WHEREAS, the City Council of the City of Chula Vista, as the approvin§ authority, has reviewed the Chula Vista Investment Company Midbayfront Stockpile Plan proposal. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista as follows: The City Council of the City of Chula Vista finds, based on the following findings, in accordance with Section 1311 of the CAC, that the Chula Vista Investment Company Midbayfront Stockpile Plan, subject to conditions listed in the attached exhibit A, is consistent with the policies of the Certified Chula Vista Bayfront Local Coastal Program: 1. As proposed, the project will conform to the grading concept for imported fill that is contained in the Certified LCP. Existing drainage patterns will not be disrupted by the fill material and the contours planned for the stockpile will continue to direct surface flow westward to the bay. 2. The project site is currently undeveloped and does not provide recreational facilities or access to recreational facilities. Therefore, the proposal, if undertaken, will not conflict or impact recreational or visitor-servin§ facilities. 3. The project will not cause interference with traffic circulation within the Chula Vista Coastal Zone since there are no existing public roadways on or adjacent to the project site. 4. Drainage patterns for and adjacent to the proposed fill have been designed to avoid changes in existing run-off patterns. Also, a dike, sediment trap, and sediment control fencing have been incorporated into the project to preclude siltation and erosion, therefore, the proposal will not affect area wetlands. 5.
