RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING THE ISSUANCE OF A COASTAL
DEVELOPMENT PERMIT FOR A COGENERATION FACILITY AT
ROHR INDUSTRIES
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the City of Chula Vista Local Coastal Program (LCP) has been
certified by the California Coastal Commission; and,
WHEREAS, said LCP includes coastal development procedures determined
by the Commission to be legally adequate for the issuance of coastal
development permits and the City of Chula Vista has assumed permit authority
of the Chula Vista coastal zone; and,
WHEREAS, a public hearing was noticed and held on May 15, 1986, in
accordance with said procedures; and,
WHEREAS, the City Council of the City of Chula Vista as the approving
authority has reviewed the Rohr cogeneration facility development proposal.
NOW, THEREFORE, BE IT RESOLVED of the City Council of the City of
Chula Vista as follows:
The City Council of the City of Chula Vista finds, based on the
following findings, in accordance with Section 13311 of the CAC that the Rohr
cogeneration facility, subject to conditions listed in the attached Exhibit
"A," is consistent with the policies of the Certified Chula Vista Bayfront
Local Coastal Program:
1. Development of this cogeneration facility will provide an
alternative source of energy for a major Bayfront user which has
been reviewed and approved by APCD for construction.
2. The proposed development will be located on a previously
developed site within an existing industrial complex and will
not conflict or impact recreational or visitor-serving
facilities or designated land area in accordance with coastal
policies of the Certified LCP.
3. The project will not cause interference with traffic circulation
within the Chula Vista Bayfront since less than l0 vehicle trips
per day to the site are anticipated, and access to the site will
be via the existing Rohr complex.
4. This proposal will not affect area wetlands or the San Diego bay
since grading is not proposed for this project and no alteration
to the existing on-site drainage is planned.
5. The Statewide and Regional Interpretive Guidelines have been
reviewed and the proposed development has been found to be in
conformance with Public Access and Public Recreational Policies
of Chapter 3 of the Public Resources Code.
and hereby issues a coastal development permit for the construction of said
Rohr cogeneration facility.
