The audited financial report for fiscal year 2018-2019 for the county was received on 11/15/19, for the city of San
Diego on 10/19, for Escondido on 12/13/19, for Oceanside 12/6/19 why is ours being presented on April 21 of
2020???

Housing and utilities are an absolute necessity for every human being, especially during the life-and-death
struggle against COVID-19.
What sounds like an impossible demand — rent and mortgage cancellation— must become a reality because
the COVID-19 crisis shows no sign of abating. Already economists predict the economy could reach depression
levels that surpass the 1930s;
We demand the following:
1. Pass a resolution supporting statewide call (https://bit.ly/348F7cx)to cancel rents and mortgages; no
accumulation of debt;
2. Restore all utilities for households that are currently shut off for lack of ability to pay;
3. Protect the homeless! Use of eminent domain over vacant buildings (homes, hotels, etc.)to safely house all
vulnerable populations;
4. Protect the undocumented! Create a public board to provide immediate relief to undocumented workers in the
city and county with no reprisals.

Not sure if my comments made it so re-posting. Can you please address mask wearing while shopping? I have
purchased goods on both the west and east side of CV and still have seen people who are not wearing masks.
Channel 8 news today, had a piece on CV today and the increase of cases that they are seeing. Can we make
wear masking mandatory until the numbers start to go down and we have the ability to trace and test? Thank
you.

1 am a resident of Chula Vista, a student, and a renter. I have experienced income loss and economic hardship
due to Covid-19, and speaking for myself and others who have shared their stories with me, people should not be
forced to choose between food or rent. It is absurd to expect that people who have been laid off, people who are
unable to pay rent during this crisis, to pay it back. A moratorium on evictions doesn't go far enough. Housing and
utilities are an absolute necessity for every human being, and we are in an unprecedented time of crisis where
human lives must come before profit. Working people need a bailout, not banks and corporations.
The city council must pass or endorse a resolution supporting the statewide call to cancel rents and mortgages,
with no accumulation of debt. All utilities must be restored for households that are currently shut off for lack of
ability to pay. To protect the homeless, make use of eminent domain over vacant buildings (homes, hotels, etc.)to
safely house all vulnerable populations. Chula Vista must protect those who are undocumented, and create a
public board to provide immediate relief to undocumented workers in the city and county with no reprisals.

To Whom it May Concern
I'm a professor at Southwestern and I'm concerned about my community and students.The Covid crisis has the
potential to devastate working people and small businesses with accumulated debt. Everyone wants to get the
economy rolling again after it is safe to go outside, but this won't be possible if rents and mortgages to individuals
and small businesses are encumbered with months of debt. The plans offered by the State aren't enough. How
are people to be expected to pay off months of accumulated rent debt? Banning evictions does nothing if they
merely happen after the crisis. That's why I say No to Covid rent debt. Businesses and individuals deserve a
chance to start up again.
