RESOLUTION NO. 12443
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA WAIVING THE REQUIREMENT TO BID AND
STATING THE CITY'S INTENT TO PURCHASE THE
CARPET FOR THE LIBRARY
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Chula Vista Public Library has received
numerous awards for its design and operation, and
WHEREAS, the carpet in the Library must be replaced due
to ten years of intensive use, and
WHEREAS, the unique weaving process of the carpet is
also necessary to ensure that the carpet may be properly laid
over curved surfaces within the Library, and
WHEREAS, the only manufacturer of this type of carpet in
the United States is Mohawk Carpet Company and its subsidiary, and
WHEREAS, the City Council desires to have the new
carpeting in the Library prior to the traditional Fourth of July
celebration, and
WHEREAS, the City has appropriated $166,000 for the
purchase and installation of the carpeting, and
WHEREAS, the City is in the process of obtaining bid~
for the installation of the carpet.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Chula Vista that due to the needs of the Library
relating to colors, type of construction and the single supplier
which manufactures this type of carpet, the City Council of the
City of Chula Vista hereby waives the bidding requirement as
being unnecessary.
BE IT FURTHER RESOLVED that the City Council hereby
states its intent to purchase carpet for the Library. Said
purchase shall be in conjunction with the award of a contract for
the installation of the carpet.

BE IT FURTHER RESOLVED that the Library Director is
hereby directed to forward this resolution to the Mohawk Carpet
Company as the City's request to begin manufacturing of the
carpet in anticipation of having the carpet installed in the
Library prior to July 4, 1986.

SUBJECT: Carpet Installation
Most of the yarn for carpet construction in the United States currently is
supplied by two companies, Badische and Dupont. The particular yarn that was
selected for the original installation of Chula Vista Public Library was
supplied by Badische. It was selected because there was uniformity in the
dyes since the dyes were added during the manufacturing of the yarn. We
wanted to be certain that no matter who won the bid, that we would have the
colors that were specified prior to the construction or weaving of the
carpet. Since the present counters, table tops, end panels on the stacks and
vinyl or fabric covered chairs are color-keyed, the same intense colors are
needed in replacing the carpet.
The yarns are purchased by any of a number of mills and woven and sold as
finished carpet. In this particular case the construction that is specified
is produced in the south by either Mohawk Carpet or Alexander Smith Carpet.
They are the only mills currently with the kind of equipment that would
manufacture the woven carpet needed for this building.
There are numbers of places where the carpet goes up a curved surface and
around a curved surface at one time. We knew this particular kind of woven
carpet would hold up during that kind of operation. The carpet, as specified,
has no direction whic? is important because of the circular tn .

replacement carpet, it would have to be supplied by either Mohawk or Alexander
Smith. Both of these mills are currently owned by Mohawk Carpets and the only
source that they can get the yarn would be through Badische.
To insure that the carpet would be available prior to the July 4th
celebration, we have asked Mohawk to buy the yarn and to hold it until time to
weave. The dyed yarn is now available, but they are refusing to commence
construction in case the City does not go forward with the purchase and
installation of the carpet. Mohawk will not begin construction unless they
have a letter from the City stating that they do intend to purchase this
carpet and they do intend to install it. It is my understanding that the City
intends to do that as long as it does not exceed the $166,000 appropriation.
