1. CONSIDERATION OF A CITY POSITION WITH REGARD TO PROPOSED INTEGRATION OF THE
MONTGOMERY FIRE DISTRICT PERSONNEL INTO THE CITY OF CHULA VISTA (in the event
that annexation does take place)
City Manager Cole stated that following City Council direction, a meeting was held
among City staff and representatives of the Montgomery Fire District to come up with a
proposal that would be agreeable to all parties concerned with regard to the possible
annexation of the Montgomery Fire District. He commented that he was agreeable to
the potential utilization of all district personnel.
Copies of the City's position on this subject were distributed to Councilmembers.
Briefly, the latest draft of the proposal stated that fire personnel from the Montgomery
Fire District would be brought into Chula Vista Fire Department upon annexation; there-
fore there would be no waiting period.
Using a flip chart, Mr. Cole explained the Fire Department merger. He noted that no new
positions would be added.
In response to Councilman Cox's question, Mr. Cole noted that Montgomery personnel would
be moved to Chula Vista at a comparable salary and rate.
PHIL LANDOWSKI, CHIEF, MONTGOMERY FIRE DISTRICT
Chief Landowski remarked that overall he was agreeable to the latest proposal. He
expressed concern, however, that the City may have an excess of Fire Captains and it
was suggested he would serve in this capacity should integration take place. He also
requested that input from the Director of Public Safety should be included in the City's
proposal.
RUDY SCHMOKE, BATTALION CHIEF, CHULA VISTA FIRE DEPARTMENT
Battalion Chief Schmoke stated that due to the injury of one of the Fire Captains, a
relief captain is needed. He also pointed out that during the vacation months, May
to October, reliefs would be necessary.
DALE YEEND, REPRESENTATIVE, MONTGOMERY FIREFIGHTERS ASSOCIATION
Mr. Yeend remarked that he has not had time to meet with his membership regarding the
City's latest proposal. He indicated that the proposal could possibly meet their
bottom line criteria. Mr. Yeend mentioned that the firefighters have not taken a
stand on the annexation situation.
MSUC (Hyde/Gillow) to adopt, as a position of the City Council with regard to planned
integration of the Montgomery Fire,District personnel in the Chula Vista Fire Department
in the event of annexation, the proposal dated October 15, 1981.
COUNCIL COMMENTS
a. Mayor Hyde commented that Mr. Nate Adler of the Pepper Tree Estates Subdivision reports
that approval of this annexation is going forward and he is appreciative of the City's
efforts. Also, Mr. Adler's Bonita East development has 65% of its commercial area
pre-leased.
b. The Mayor indicated that Suzanne Miller has been appointed to fill the vacancy on the
Library Board, replacing Jerry Rindone.

c. Mayor Hyde requested a Council volunteer for SANDAG'S Military Housing Task Force.
MSUC (Cox/Gillow) to appoint Councilwoman McCandliss as the City of Chula Vista's
representative to the Military Housing Task Force.
d. Mayor Hyde reminded the Council of tonight's Boards and Commissions Banquet.
CITY MANAGER COMMENTS
a. City Manager Cole distributed copies of future Council Conferences and meetings.
He mentioned that the SDG&E Underground Allocation Formula will be rescheduled.
b. The East "H" Street Construction Conference will be rescheduled to October 29, at
4 P.M. The City Engineer has requested this meeting be held as soon as possible.
ADJOURNMENT at 5:38 P.M. to the regular City Council meeting of Tuesday, October 20, 1981,
at 7 P.M.
