RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ENDORSING THE VISION ZERO -
INITIATIVE, AN ASPIRATIONAL INITIATIVE TO ACHIEVE
ZERO TRAFFIC-RELATED DEATHS OR SERIOUS INJURIES
IN THE CITY OF CHULA VISTA
WHEREAS, the life, safety, and health of residents, employees, and visitors to Chula Vista
is the City Council’s highest priority; and
WHEREAS, the City Council has a goal to achieve and maintain zero deaths or serious
injuries from traffic related incidents in the City of Chula Vista; and endorses Vision Zero as a
comprehensive and holistic approach to achieving this goal; and
WHEREAS, almost all serious traffic crashes are avoidable and preventable through proper
engineering design, enforcement, encouragement, evaluation, and constant education; and
WHEREAS, traffic deaths and serious injuries in the United States have disproportionately
impacted people of color, low-income households, older adults and youth, people with disabilities,
people with limited English proficiency, and households with limited vehicle access; and
WHEREAS, streets and transportation systems have traditionally been designed primarily
for vehicular capacity rather than safe accommodation of all modes of transportation; and
WHEREAS, the City of Chula Vista continues to prioritize bicycle and pedestrian
infrastructure by funding major improvements, such as the Broadway Corridor Improvements; and
WHEREAS, the City of Chula Vista continues to apply and receive funding for
engineering, education, and encouragement projects that work towards preventing serious injuries
and fatalities; and
WHEREAS, increasing real and perceived safety for people walking and bicycling is a key
step in enabling more people to choose these clean air modes of transportation that will support
the City’s Active Transportation Plan and Climate Action Plan; and
WHEREAS, the City of Chula Vista will continue to work collaboratively in a data-driven
effort to identify, prioritize, and fund projects toward eliminating traffic fatalities and serious
injuries.
NOW, THEREFORE, THE CITY COUNCIL of the City of Chula Vista resolves as
follows:
SECTION 1. The above recitals are true and correct and are hereby incorporated as
findings.

SECTION 2. The City Council hereby adopts an aspirational goal of eliminating traffic
deaths and serious injuries.
SECTION 3. Commencing on the effective date of this Resolution, all future transportation
projects including bicycle, pedestrian, vehicular and other modes of transportation facilities
will be reviewed for best practices in eliminating deaths or serious injuries resulting from
traffic crashes.
SECTION 4. Nothing in this resolution is intended to be inconsistent or conflict with the
Manual on Uniform Traffic Control Devices (MUTCD). If a conflict arises, the MUTCD
shall take precedent.
