OF THE CITY OF CHULA VISTA, CALIFORNIA
Saturday, January 9, 1982 - 8 a.m. Council Conference Room, City Hall
ROLL CALL

PURPOSE OF MEETING: Mayor Cox noted that the purpose of the meeting was to
tour the bayfront area and to review the bayfront plans.
SLIDE PRESENTATION: Community Development Director Desrochers showed a
slide presentation which was made "in-house" of the various areas in the
bayfront asking for comments from the Council. He commented on the
migration of the Least Terns and the Clapperails and the preservation of
the nesting area; the proposed alignment of Tidelands Avenue; "D" Street
fill; the projected 1000 slip marina; and the original Sedway-Cook plan.
TOUR OF BAYFRONT: At this time, the Council and staff made a tour of the
bayfront area (8:15 to 9:55 a.m.).
MEETING WITH STATE COMMISSION: Community Development Director Desrochers
commented on the State Coastal Commission meeting which will be held in San
Diego (Shelter Island Inn) on January 20-22 and the tour planned for the
State Commissioners to view the bayfront area. Mayor Cox reported that he
spoke with Mayor Callahan of Coronado (Member of the State Commission) to
arrange a meeting with two or three of the Commissioners; Mayor Cox and
Councilman Scott will meet with these Commissioners - perhaps on Friday
evening, January 22.
STAFF PRESENTATION: Director of Community Development Desrochers referred
to the report submitted to the Council entitled: "Chula Vista Local
Coastal Plan Data Book - 1981". He reviewed the text noting the pertinent
Coastal Act sections; the plans for the development of a 700-unit hotel on
Gunpowder Point along with a conference center, restaurant and an 8 acre
park; "D" Street Fill proposed for development of a 20-acre
visitor/commercial site, 27 acres of medium density residential, 11 acres
of parking and 8 acres of Least Tern nesting area; the "Remnant Marsh" - 16
acres of marsh located south of "F" Street in the central portion of the
bayfront - a remnant portion of the marsh north of "F" Street and separated
from the main marsh by construction of ~F" Street which is being proposed
for filling for commercial recreation; the plans for the Tidelands West
area which includes a small motel, boatbuilding facility and the F/G Street
marsh; and the Tidelands Avenue Extension/Access Road.
Council discussion with staff involved the relationship with Santa Fe and
those negotiations; segments of the bayfront financing plan; public
accesses to the bayfront area; legislative history in determining the
boundaries of the "San Diego Bay"; staff's proposal to provide "two for
one" as a compensation program for establishing new marsh areas to replace
the area lost to the fill required for Tidelands Avenue and Gunpowder
Point; alternatives for development of Gunpowder Point; suppositions as to
what the State Coastal Commission will allow; the Council's desire for a
public beach - perhaps in the Vener Farm area of the bayfront; and the
ownerships of the bayfront land areas.

Councilwoman McCandliss suggested the staff's data report sheet list the
following titles: "Original Sedway-Cook Plan" - "Chula Vista's Submitted
Plan" and the "Coastal Proposal". Councilman Scott commented that the
meeting with the State Coastal Commission is to see exactly what they will
be willing to do; to talk about getting some development on Gunpowder
Point; a connection to Tidelands Avenue on the "D" Street fill; and some
type of beach facility for the citizens to enjoy.
Councilman Gillow mentioned getting a number of the houses needed for
construction on the bayfront to make it a viable plan.
The Council concurred that the staff should obtain the services of an
outside firm for the purpose of getting a more professional slide
presentation to show the State Coastal Commission and other agencies
interested in the bayfront area.
At the concurrence of the Council, Mayor Cox stated that the tour of the
bayfront will be scheduled for Wednesday, January 20 with the Council
meeting at City Hall at 6:15 a.m., going to Shelter Island to pick up the
12 members of the Coastal Commission and then touring the bayfront. On
Friday evening, Mayor Cox and Councilman Scott will meet with some members
of the Commission, along with Special Counsel Reed and Community
Development Director Desrochers.
MARIE CALLENDER RESTAURANT: Community Development Director Desrochers
reported that "everything is signed sealed and delivered" for the
construction of the Marie Callender Restaurant on "F" Street.
