UNANIMOUS CONSENT ITEM
1. RESOLUTION NO. 10785 AMENDING RESOLUTION NO. 10548 ESTABLISHING GREENS
FEES FOR THE CHULA VISTA MUNICIPAL GOLF COURSE
FOR HIGH SCHOOL GOLF TEAMS (DIRECTOR OF PARKS AND
RECREATION)
At the City Council meeting of February 23, 1982, staff was directed to
come back with a revision to the golf course fee schedule which would
allow up to ten members of a high school team to utilize the golf course
for up to $15.00 per month per student.
RESOLUTION OFFERED BY MAYOR COX, the reading of the text was waived by
unanimous consent, passed and approved unanimously.
2. HOUSING ELEMENT OF THE GENERAL PLAN
Principal Planner Pass summarized the revised housing element of the Gen-
eral Plan designed to bring Chula Vista's element into a state of con-
sistency with the revised 1977 Housing Element Guidelines of the State
Department of Housing and Community Development. He detailed features of
the new plan as the greater commitment to affordable housing and for a
commitment to SANDAG's Regional Fair Share Housing Allocation Program
calling for an additional 482 assisted households through 1985. He added
that the new plan places a greater stress on meeting low and moderate
income housing needs through mobilehomes, mobilehome parks, mobilehome
subdivisions, factory built and modular housings.
Councilman Scott asked if this would comply with the State Guidelines and
if it has been "pre-approved" by the State. Director of Planning
Peterson commented that the State has spent approximately five months in
reviewing it and added that staff expects official approval in the near
future.
RESOLUTION NO. 10786 ADOPTING A REVISED HOUSING ELEMENT OF THE GENERAL
PLAN (DIRECTOR OF PLANNING)
The resolution brings Chula Vista's Element into a state of consistency
with the revised 1977 Housing Element Guidelines of the State Department
of Housing and Community Development.

3. COUNCIL COMMENTS
MSUC (Scott/Campbell) that staff bring a resolution back to the Council
stating that the City Council is concerned about the high rates that are
being charged by San Diego Gas & Electric; that the Council is concerned
about the future possibility of higher rates and the effect on the econ-
omy and the citizens and feel that there should be a study not of the
management practices, but alternatives to the public utility concept as
is presently constituted in the State of California.

In response to Councilman Campbell's comments, Councilman Scott added
that the rate-making system has to be changed and a study of the rela-
tionship and the operations and the interface between the Public Utili-
ties Commission and San Diego Gas & Electric Company needs to be made.
STREET TREE COMMITTEE RECOMMENDATIONS FOR PARK WAY - REPORT
Councilwoman McCandliss reported on a recent meeting of the Street Tree
Committee concerning the replacement trees for the Park Way island. She
added that the following trees are being suggested as replacemeuts: 1)
Eucalyptus Citriodora (lemon scented gum); 2) Torrey Pine; and 3)
California Pepper, and that this item has been docketed for the City
Council meeting of March 9, 1982.
DISASTER PREPAREDNESS
In answer to a query from Councilwoman McCandliss, City Manager Cole said
that in the case of an emergency, the Mayor would have authority to take
immediate action with the City Manager to direct and coordinate.
Councilwoman McCandliss voiced concern over the Council's role and being
prepared in the event of an emergency. Mayor Cox added that it would be
beneficial at some future Council Conference to have a report on disaster
preparedness.
Councilwoman McCandliss advised that Meuller School would like to conduct
a tour of the City on a Saturday, followed by a barbecue and asked if
Couucil would consider participating in the events with regard to Govern-
ment Day.
