REPORT ON THE COMMUNITY DEVELOPMENT BLOCK GRANT BUDGET FOR FY1982-85
Director of Community Development Desrochers stated that with the new "Reagan
Budget" in effect this year, there will be some changes in the Community
Development Block Grant program. The City's allocation for next year has been
cut back by 13.6% less than this year. With the possible annexation of Mont-
gomery, the per capita amount would probably increase due to the fact that the
funding is based on the demographics of the area. Mr. Desrochers added that
HUD has now simplified their application procedures; however, when they have
an audit and find programs that do not apply, then the locality becomes obli-
gated to pay back the funds to HUD.
Mr. Desrochers referred to his agenda statement and reviewed the eight benefit
criteria required for the Block Grant projects.
Housing Coordinator Gustafson discussed the operation of the Community Housing
Improvement Program (CHIP) and how it is administered.
Referring to charts, Mr. Gustafson reviewed the surplus funds {$160,0001 left
over from previous projects which in most cases were the result of bids coming
in lower than estimated.
Mr. Gustafson commented that the surplus funds are proposed to be used for {1)
Housing Rehabilitation 1981-82 - $60,000; {2) 1982-83 Harborside Drainage
$75,000; (3) 1982-83 Services for: Meals on Wheels - $2,460; Del Rey Nutri-
tion Program - $4,000; and Our House - $16,000.
Director of Community Development Desrochers discussed the proposed Block
Grant Program for 1982-83 and the list of the additional requests:

Senior Civil Engineer Harshman spoke on the Telgraph Canyon Drainage project
indicating that he met recently with the Corps of Engineers. They will be
submitting their final report to their authorities within the next few
months. Upon completion of the design element, then the process of acquiring
the rights-of-way begin. This could conceivably be done within a year.
In answer to the Council's query, Housing Coordinator Gustafson stated that
the public hearing on the Block Grant Program is scheduled for April 16, 1982.
Ms. Sonya Ekkie, Director of Our House, explained that the $4,800 additional
request being asked was strictly for their higher rent and utilities at their
new location.
Council discussion ensued as to the time element involved; the requirements
for a public hearing; concurrence to wait until after the public hearing to
make a decision on the housing rehabilitation program.
MSUC (Gillow/Cox) to accept staff's report.
Councilman Scott commented that the entire procedure seems to be "backward" -
it is just the "tip of the iceberg" as there are budget restrictions the
~ouncil knows nothing about, and staff has made certain decisions based on the
effect of the budget. Councilman Scott added that it becomes awkward to look
at the Block Grant as a separate item rather than as a component of the total
budget.
