This statement regarding a proposed policy for use of the City Library
branches by public groups is hereby presented to be read into the record

during the Public Comments portion of the Chula Vista City Council meeting on
March 17, 2020. I want to make reference to a policy recently adopted by the
Hudson Area Public Library Board on February 11, 2020 (available at the
following link:

which I believe is an effective example for adoption within the City of Chula
Vista. I request that adoption of such policies regarding the public use of
library space within the City of Chula Vista be coupled with a requirement for
consideration of the proposal by the City’s Board of Library Trustees, with
advance notice to the public being made available by posting of the Commission
agenda in advance in accordance with current City procedures. The purpose of
this request is to afford the opportunity for effective public input into the
consideration of any programs that may prove to be controversial, especially
with respect to vulnerable audiences such as young children. The City should
ensure that any decision made by the Library Board of Trustees regarding a
controversial program to be presented in a library branch can be appealed to
the City Council for a final decision made as an agenda item subject to public
input and discussion. Such procedures should be adopted by the City Council
as a City Ordinance if deemed necessary to enforce the adoption of these
public review process stages.
I believe that the adoption of the foregoing procedures would provide for a
fair and effective process of public input and review of reading and other
programs presented in our Library branches, together with the inclusion of a
background checks for outside group presenters of proposed community programs.
These procedures should be adopted in an enforceable form such as a City
Ordinance or Resolution of the City Council. By ensuring a procedure for
public input into the consideration of public library programs that are
potentially controversial in nature, a significant cost to the city and public
that was incurred as a result last year’s scheduling of a “drag queen”
children’s story hour can be averted in the future.
