Dear Mayor,
As a resident of Chula Vista, I urge the City Council to adopt the goal of Vision Zero. Vision Zero is the
goal of ending all traffic fatalities and serious injuries and I agree that zero is the only acceptable
number of traffic fatalities and serious injuries that we should strive towards in Chula Vista.
Chula Vista residents should not have to risk their lives while travelling by foot, bicycle, or car in our City.
It is critical to prioritize safety improvements in the areas of greatest need. Traffic collisions
disproportionately impact vulnerable communities, including people of color, low income families,
seniors, and children.
Safe streets benefit the community as well as business. Studies show that people who bike to businesses
cumulatively spend more per month than people who drive. Increases in walkability result in higher
property values for homeowners.
Strategies for reducing greenhouse gas emissions are directly tied to the need for safe streets. In
California, transportation is the largest contributor of GHGs at 39 percent. Any attempt to reduce
emissions must include making neighborhoods more walkable, bikeable, and transit -accessible.
A key component of successful Vision Zero program is support from elected leadership. That is why I
urge the Mayor and City Council to support Vision Zero.

My name is Maya Rosas, I'm the Director of Policy for Circulate San Diego. I support the adoption of a Vision Zero resolution,
however it must have a timeframe in order to have any meaning. Vision Zero, the goal of ending all traffic fatalities and
serious injuries, aligns with Chula Vista's Climate Action Plan goals, and furthers public safety and public health.
According to the national Vision Zero Network, one of the minimum standards for being recognized as a Vision Zero city is
"Setting a timeline to achieve zero traffic deaths and serious injuries, which brings urgency and accountability." I applaud
Mayor Salas for bringing this resolution forward, however it is essential for it to have a timeframe.
Most cities choose a 10‐year aspirational goal, however Chula Vista could choose a timeframe that makes sense for the City.
In the San Diego region, San Diego City, La Mesa, and Imperial Beach have all adopted Vision Zero with a 10 year time frame.
