MINUTES OF REGULAR MEETING OF THE
SUSTAINABILITY COMMISSION
OF THE CITY OF CHULA VISTA
February 10, 2020 5:00 PM
A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:01 pm
by Vice Chair Richeson in Executive Conference Room #103, 276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Baugh (arrived at 5:04), Guevara-Gluyas, Korgan, Legaspi, Matthias,
Richeson, and Chair Romo
STAFF PRESENT: Chief Sustainability Officer Gakunga, Environmental Sustainability Manager
Wisniewski, Environmental Services Manager Medrano, Sr. Fiscal Office Specialist Rodriguez.
MOTION TO EXCUSE – Commissioner Richeson moved to excuse Commissioner Matthias from the
December 9, 2019 meeting. This motion was seconded by Commissioner Legaspi and carried the following
vote:
Yes - 7 Baugh, Guevara-Gluyas, Korgan, Legaspi, Matthias, Richeson and Chair Romo
No - 0
APPROVAL OF MINUTES: Commissioner Legaspi moved to approve the minutes from the December 9, 2019.
The motion was seconded by Commissioner Richeson and carried with the following vote:
Yes – 7 Baugh, Gluyas-Guevara, Korgan, Legaspi, Matthias, Richeson and Chair Romo.
No – 0
PUBLIC COMMENTS
Rita Clement, resident, voiced her concerns regarding the California Public Utilities Commission (CPU)
proposed decision to reject the utility proposal of fixed rates. Also, the CPU shared that SDG&E can start
work on a natural gas pipeline. This goes against the efforts of the City’s Climate Action Plan
Carolyn Scofield submitted request to speak form, not present at time of speaking
ACTION ITEMS
3. Active Transportation Plan – Frank Rivera, Principal Civil
Commissioner Richeson moved to recommend council approve the plan subject to include the
comments and recommendations that were presented during meeting. The motion was seconded by
Commissioner Baugh and carried with the following vote:
Yes – 6 Baugh, Gluyas-Guevara, Legaspi, Matthias, Richeson and Chair Romo
No – 1 Korgan

2. Commissioner Richeson draft memo to City Council on Republic Services billing recommendation
Commissioners did not take an action. Under Simon’s recommendation this will be brought up as an
action item on the months commission meeting with better language so that commissioners can
approve this action.
1.ICLEI Beethoven Pastoral Project
Commissioner Richeson moved to appoint Chair Romo and Commissioner Baugh to attend the event.
The motion was seconded by Commissioner Mathias and carried the following vote:
Yes – 7 Baugh, Gluyas-Guevara, Korgan, Legaspi, Matthias, Richeson and Chair Romo
No - 0
INFORMATION ITEM
1.Presentation on Commissions procedures and duties – Kerry K. Bigelow, City Clerk and Simon Silva,
Deputy City Attorney.
Kerry and Simon presented on the role, duties and procedures of Boards and Commissions. Due to time,
both will return to present on the Brown Act.

STAFF COMMENTS
Coleen Wisniewski shared meeting calendar updates, Community Choice Aggregation with partnership with San
Diego, municipal and community gas inventory, a proposed benchmark ordinance for commercial building, Zero
Waste and statewide organics. Reminder of Sustainability Champion awards nominations due March 31 with
presentation of awards at Council meeting on April 28th. Robert Coleman will hold NatureScape workshop on
May 9th at Southwestern College. South Bay Earth Day is on April 4 at Memorial Park, Bike Lanes on Broadway
with grant received from SANDAG. San Diego Community Power is looking for a community advisors.

Commissioner Richeson gave an update from the January 22nd Wildlife Advisory Group meeting.
