HomeMy WebLinkAboutReso 2003-234RESOLUTION NO. 2003-234 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING THE CITY OF CHULA VISTA WATER CONSERVATION PLAN GUIDELINES WllEREAS, the City of Chula Vista Growth Management Ordinance and Growth Management Program require that a Water Conservation Plan (WCP) be submitted for major development projects (50 dwelling units or greater, or commercial and industrial projects with 50 Equivalem Dwelling Units of water demand or greater); and WHEREAS, in accordance with the Growth Management Program, the Water Conservation Plan must provide an analysis of water usage, water conservation measures, use of recycled water, and a program to monitor compliance; and WI-IEREAS, a pilot study was conducted to assess potential water conservation devices and strategies and develop guidelines for future Water Conservation Plans; and WHEREAS, a report containing analyses of water conservation measures and the results of the pilot study was prepared by Bahman Shiekh, Ph.D., P.E., entitled Water Use Efficiency: Strategies for Proposed Residential Developments, April 10, 2002, and a copy is kept on file with the City Clerk; and WHEREAS, the water conservation report and pilot study provided necessary information for staff to use in developing guidelines for the preparation of future water conservation plans; and WHEREAS, Water Conservation Plan Guidelines have now been developed to direct the preparation of required Water Conservation Plans; and WHEREAS, on April 23, 2003, by a vote of 6-0 the Planning Commission recommended that the City Council adopt the City of Chula Vista Water Conservation Plan Guidelines; and WHEREAS, the Environmental Review Coordinator has reviewed the proposed action for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the action may have a significant effect on the environment; therefore, pursuant to Section 15061 0o)(3) of the State CEQA Guidelines, the action is not subject to CEQA, thus no environmental review is necessary. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby adopt the City of Chula Vista Water Conservation Plan Guidelines, a copy of which shall be kept on file in the office of the City Clerk.
