HomeMy WebLinkAboutcc min 2019/08/06 City of Chula Vista Meeting Minutes - Final Tuesday,August 6,2019 5:00 PM Council Chambers 276 4th Avenue,Building A Chula Vista,CA 91910 REGULAR MEETING OF THE CITY COUNCIL CALL TO ORDER A regular meeting of the City Council of the City of Chula Vista was called to order at 5:00 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California. ROLL CALL: Present: Councilmember Diaz, Councilmember Galvez, Councilmember McCann and Mayor Casillas Salas Excused: Deputy Mayor Padilla Also Present: City Manager Halbert, City Attorney Googins, City Clerk Bigelow, and Assistant City Clerk Turner PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Councilmember Galvez led the Pledge of Allegiance. Mayor Casillas Salas called for a moment of silence to honor the victims of the shootings in Dayton, Ohio and EI Paso, Texas. SPECIAL ORDERS OF THE DAY A. 19-0373 PRESENTATION OF A PROCLAMATION COMMENDING POLICE SERGEANT REID WALKER UPON 25 YEARS OF DEDICATED SERVICE Mayor Casillas Salas read the proclamation and Councilmember McCann presented it to Sergeant Walker. CONSENT CALENDAR(Items 1 - 3) Mayor Salas Casillas announced that she and Councilmember McCann had potential property-related conflicts of interest on Item 2, but that the item qualified for an exception, which did not prohibit the members from voting. Item 2 was removed from the Consent Calendar at the request of Councilmember Galvez. 1. 19-0376 APPROVAL OF MINUTES of February 26, and March 12 and 26, 2019. Recommended Action:Council approve the minutes. Item 2 was removed from the Consent Calendar. City of Chula Vista Page 1 City Council Meeting Minutes-Final August 6,2019 3. 19-0342 RESOLUTION NO. 2019-157 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A PURCHASE AGREEMENT WITH U.S. DIGITAL DESIGNS FOR THE INSTALLATION OF REPLACEMENT FIRE STATION ALERTING SYSTEMS AT SIX FIRE STATIONS UTILIZING PUBLIC PROCUREMENT AUTHORITY (PPA), MASTER PRICE AGREEMENT (MPA) NPP RFP#1425 Recommended Action:Council adopt the resolution. Approval of the Consent Calendar ACTION: A motion was made by Councilmember McCann, seconded by Councilmember Galvez, to approve staffs recommendations on the above Consent Calendar items,headings read,text waived.The motion carried by the following vote: Yes: 4- Diaz, Galvez, McCann and Casillas Salas No: 0 Abstain: 0 ITEMS REMOVED FROM THE CONSENT CALENDAR 2. 19-0383 ORDINANCE OF THE CITY OF CHULA VISTA REPEALING ORDINANCE NO. 2384 RELATING TO THE ESTABLISHMENT OF THE TELEGRAPH CANYON DRAINAGE DEVELOPMENT IMPACT FEE (SECOND READING AND ADOPTION) Item 2 was continued to the meeting of September 10, 2019 to allow staff to analyze the questions presented. PUBLIC COMMENTS Daryl Dalrumple, Chula Vista resident, expressed concern regarding the fees for accessory dwelling units and requested a reduction of the fee for his project. ACTION ITEMS 4. 19-0368 PRESENTATION OF THE ECONOMIC DEVELOPMENT DEPARTMENT'S WORK PLAN FOR FISCAL YEAR 2019-20 Economic Development Director Crockett, Chief Sustainability Officer Gakunga, and Economic Development Specialist Evans gave a presentation on the item and responded to questions from Council. CITY MANAGER'S REPORTS There were none. City of Chula Vista Page 2 City Council Meeting Minutes-Final August 6,2019 MAYOR'S REPORTS At the request of Mayor Casillas Salas, there was consensus of a majority of the Council to consider a resolution at the next City Council meeting in support of gun safety legislation. Mayor Casillas Salas reported on her attendance at the following events: 29th Annual Carne Asada Lunch at Public Works, first Joint Powers Authority meeting with the Port of San Diego regarding financing for the Bayfront project, 4th Annual South Bay Latin American Music Festival, Evening with Heroes event, SANDAG and CalTrans ground-breaking ceremony for the SR11 road connector, First Friday Breakfast with the Port of San Diego regarding the Bayfront, Farm to Bay event at the Living Coast Discovery Center, and the Lemon Festival. COUNCILMEMBERS' COMMENTS Councilmember Diaz congratulated Senior Council Assistant Ramirez for receiving the Council Aide of the Year award from the Republican Party. Councilmember Galvez expressed gratitude to Chula Vista fire fighters for their work at the recent Otay Mesa fire, the Public Works Department for its graffiti-removal efforts, and all other City departments. Councilmember Galvez stated she had attended the Lemon Festival and encouraged participation in the holiday Starlight Parade. Councilmember McCann announced he attended the following events: Chula Vista Police Foundation dinner, Farm to Bay event, Lemon Festival, and National Night Out. CITY ATTORNEY'S REPORTS City Attorney Googins stated he attended the National Night Out event. Mayor Casillas Salas paid tribute to former Councilmember Patty Davis and former Police Chief William "Bill"Winters, and stated the meeting would be adjourned in their honor. CLOSED SESSION Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and records of action taken during Closed Sessions are maintained by the City Attorney. City Attorney Googins announced that the Council would convene in closed session to discuss the item listed below. Mayor Casillas Salas recessed the meeting at 6:44 p.m. The Council reconvened in Closed Session at 6:48 p.m., with all members present. 5. 19-0378 CONFERENCE WITH LEGAL COUNSEL REGARDING EXISTING LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9(d)(1) Case Name: Kyle Gaut v. City of Chula Vista, Worker's Compensation Appeals Board, Case No. ADJ9848558 ACTION: Reportable action pending finalization of settlement.
